MEMORANDUM FOR DIRECTOR, PHOTOGRAPHIC INTELLIGENCE CENTER
THROUGH: Secretary, Photo Intelligence Career Service Board
SUBJECT: Request for Promotion of Robert E. LaRue
1. Recommend that Mr. LaRue be promoted from GS 11 to GS 12.
2. Mr. LaRue is a GS 11 Photo Intelligence Officer assigned
to the He entered on duty with the
Agency in October 195 and has been in grade over 18 months.
3. Mr. LaRue received his B. A. Degree in Geography from
George Washington University and has completed all but the 6-hour
thesis required towards his Masters Degree in .Geography. He has
satisfactorily completed the Agency Photo Intelligence Courses,
Agency Orientation Course, and Russian Language Familiariza;.tion
Course.
~-~-. Previous to his assignment with CIA, Mr. LaRue worked almost
four years in photogrammetry and research. He utilized photography
and other source material to prepare special charts by photogrammetric
means at the U. S. Geological Survey and, as a research analyst with
the Aeronautical Chart and Information Center, conducted research for
photography, maps, geodetic control and intelligence material for the
production of charts, wrote compilation instructions, maintained
photographic files and directed the work of three analysts.
5. Since his entrance on duty with the Agency he has been
assigned to the Coordination Control Staff and at present performs the
following duties: Receives, evaluates and assigns incoming requirements
for production; monitors progress of projects and maintains status
reports; conducts external liaison with PI and intelligence collection
organizations; evaluates photography and wri-~es informal reports; conducts
briefings and debriefings of intelligence collection personnel for PIC
intelligence collection requirements.

6. Mr. LaRue has shown continued growth in acquiring new
knowledge and competence in the Carrying out of his responsibilities.
He has effectively demonstrated leadership qualities, proven his
development potential and has consistently exercised sound judgement.
