In a separate move, Numayri also is requesting $200
million from Saudi Arabia and additional financing from
Kuwait to bolster bank reserves to facilitate private
financing. Numayri traveled to Jidda to meet with King
Khalid last week. The Saudis so far have been slow to
react to Numayri's difficulties and presumably are appre-
hensive about the past leftist leanings of the new
Finance Minister. The Saudis have long valued Numayri
as a moderate counterweight to Libya and Ethiopia, but
his support for the Egyptian-Israeli peace treaty cooled
relations. Riyadh has
been alarmed by reports of Sudanese corruption and mis-
management of previous aid projects.
the Saudis are aware that any reduction in aid would
seriously damage Numayri's prospects. They may well
agree to give Numayri a modest increase, but they may
also urge him to distance Sudan from Egypt.
