Now that the lion's share of military and paramilitary programs formerly operated by CAS in Vietnam has been turned over to the Department of Defense under the terms.: of Operation SWITCH- BACK, CAS" is able once again to concentrate on its primary mission. Basically the Station's covert action mission in South Vietnam is two-fold: (a) to coordinate in planning, targetting and ex- ecution of covert psychological warfare operations and political action impact operations and, (b) to develop and create political action national pressure group programs designed to utilize various societal or occupational groupings ( Such as students, veterans, farmers, national assemblymen, etc.) in programs designed to contribute to the building of a stable government and vigorous society. 2. For the purpose of definition, cov rt oo cal r-- fare. o erations (CP-WO) are those tactics or strategic ac ions aarrge`o a"` e enemy (the Viet Cong, the National Front for the Liberation of South. Vietnam, and their active supporters) designed to cause disarray, defeatism and defection by eroding the enemy's will to resist. These actions include white, grey and black those tactical or `ra egic proj*c s aimed at all ? population elements in areas under complete or partial Viet Cong control in order to attract and solidify their morale and allegiance to their national government and their willingness to cooperate with officials and forces of the national government operating in their local areas. While the combined CPWO/PAID campaigns are designed to serve the immediate needs of the anti-Viet Cong emergency, the national pressure group projects represent a political action effort designed to contribute to the post-emergency needs of the country.
