Havana PRENSA LATINA in Spanish to Latin America 2132 G14T
13 April 1963--E (OFFICIAL USE ONLY)
(Text) Port au :Prince--The asylum of four high military officers in
the Brazilian Embassy at Port au Prince-and the forced retirement
of six other officials is ititerpre'ted here as an incitation that there
was an abortive plot against the regime of Francois Duvalier. The
officials who have sought refuge in the. Brazilian Embassy are
Col. Lionel Honorat, commander of the Western Department, Lt. Col. 'Kern
Delice; 2d Lt. Roland Magloire, and senior official Fritz Lamothe.
For the past few days large. contingents of farmers have been arriving
in the capital in trucks and buses, escorted by Duvalier's special
guard: The members of this guard are called "tonton macoutes" by
the people. The "tontons" are considered, the primary military
power of the country and include more than 14,000 well-armed and well-
trained men headed by an old friend of Cuvalier, Luckner Cambronne.
The-army, for its part, has only 5,000 men and is said to possess
only meager military equipment. The government has stated that the
farmers have come to take part in the .ceremonies on Sunday on the -
occasion of Cuvalier's 56 birthday and to prepare for his reelection
on 22 May.
An extraordinary sum of 200,000 dollars was approved by the regime
to pay for the? celebration. The ?farmers are being' housed' ili :barracks
constfucted for this purpose and in public schools. Opposition elements
state that the -real aim.of Duvalier in connection.with the mobilization
of the farmers is to intimidate and discourage those who conspire
against his regithe.
Reports from the United States says that the measures taken by that
country and Great Britain. against pirate landings in Cuba from the
