For the past few days large. contingents of farmers have been arriving in the capital in trucks and buses, escorted by Duvalier's special guard: The members of this guard are called "tonton macoutes" by the people. The "tontons" are considered, the primary military power of the country and include more than 14,000 well-armed and well- trained men headed by an old friend of Cuvalier, Luckner Cambronne. The-army, for its part, has only 5,000 men and is said to possess only meager military equipment. The government has stated that the farmers have come to take part in the .ceremonies on Sunday on the - occasion of Cuvalier's 56 birthday and to prepare for his reelection on 22 May. An extraordinary sum of 200,000 dollars was approved by the regime to pay for the? celebration. The ?farmers are being' housed' ili :barracks constfucted for this purpose and in public schools.
