On a recent trip to Thailand I talked with General Phao Sryanonda, Director General of the Police. During the conversation he mentioned the following three problems that are confronting the Thai Government: a. Insufficient NDAP support of Thailand's military forces. Phao pointed out that while MAAG recommends five divisions for Thailand's army, they are only prepared to equip and supply three divisions. Phao stated that Thailand is unable to equip and supply the other two divisions. b. Insufficient-stocks of gasoline. Phao requested that the U.S., Government assure Thailand that the stocks of gasoline required and used for training and moving Thai military forces will be replaced. Thailand wants to be assured of having a reserve of gasoline in the event of an emergency. c. The financial strain on the Thai Government of attempting to bolster the defenses and border security of the country. Phao desires the assistance of the U.S. Government in making it possible for Thailand to purchase war materials against 70% of Thailand's reserve of funds in the United States. 2. I informed General Phao that these problems did not fall within the scope of my responsibility but that I would be glad to bring them to the attention of the appropriate U.S. authorities. 3.
