Recent irregularities in Soviet petroleum deliveries abroad 3. Argentine-Cuban relations Communist China, Afghanistan, Guinea and the VAR are having trouble with deliveries of Soviet petroleum. Deliveries to other recipients are proceeding on schedule 50X1 50X1 50X1 We believe the USSR has sufficient petroleum resources to meet both 50X1 domestic and export requirements. An increase in deliveries to Soviet military forces or to national stock- piles may be behind these abnormalitie5am but we have no direct evidence that this is the case 50X1 50X1 50X1 Che Guevara's talk with Frondizi last week, which evoked sharp protests from the Argentine military, apparently was another gambit in Havana's campaign to show its "reasonable" position and to head off proposals for collective inter-50x1 American action on the Cuban problem. Guevara's line closely parallelled that taken by Fidel Castro in his earlier conversation with Colombian Foreign Minister Turbay (who was aboard the hijacked Pan-Am airliner). Frondizi and Turbay have been active in discussions on collective action against the Castro regime. Frondizi seems to have weathered the crisis with the military brought on by his meeting with Guevara. In the British Guiana elections votes have been counted in 27 of the 35 constituencies. Cheddi Jagan's party has won 16 seats, Burmham's party 9 and the United Force 2.
