Berlin 3. Soviet arms supply to the Middle East As a final step in transforming the East-West zonal and Berlin sector borders into international frontiers, Ulbricht appears to be making prepara- tions for promulgating a law--perhaps today--requiring all foreigners, in- cluding West Germans, to submit to passport and customs controls. A 50X1 customs shed was hastily erected shortly after the 13 August seal- off at the Friedrichstrasse check- point and road barriers have been prepared for the 50X1 East-West German interzonal highway crossings at Luebeck and Lauenburg. Any such new move would probably not apply to officials and members of the three Western Powers traveling between West Germany and West Berlin but may be applied against their travel between West and East Berlin, 50X1 UAR military personnel are being sent to the USSR for training on air-to- surface and short range surface-to- surface guided missiles. Afghanistan threatens to sever relations with Pakistan 50X1 50X1 Kabul now plans to make the break unless Pakistan reconsiders its recent decision to close Afghan con- sulates and trade offices in Pakistan by 6 September, The Afghans apparently regard the closure as tantamount to 50X1 a blockade despite Pakistani assurances that transit facilities would be maintained. If the Pakistani decision is not rescinded and relations are? broken, Afghan trade with non-bloc countries will be at least temporarily disrupted and some may be diverted to the Soviet transit route. Kabul may welcome any disruption in US aid shipments to Afghanistan--which transit Pakistan--hoping that this would bring US intervention in the dispute. The opening session of the Belgrade conference of non-aligned nations heard speeches by Tito, who stressed the Tunisian French problem, Sukarno, who advocated recognition of both East and West Germany, and Nasir, who said the Soviet decision to resume nuclear testing was a shock and would cause further deterioration of the international situation.
