1. Laos
c. There was little action
on the ground yesterday. Kong Le's
neutralists hold the western and
northern slopes of Phou Kout while
the Communists occupy the eastern.
This hill has marked the "front"
for the past fortnight.

2. Cyprus
e. The Asian Communists con-
tinue to clamor for a 14-nation
conference instead of the more nar-
row meeting favored by Poland and
the USSR. A Pathet Lao spokesman
asserted that "any other meetings"
will solve nothing. Both Hanoi
and Peiping have echoed this.
f. For its part, Peiping, in
an official statement today, clearly
implied that the USSR, as well as
Great Britain, had overstepped the
terms of reference of the co-chair-
men of the Geneva Conference.
a. Though the threat of Turk-
ish intervention seems to have
evaporated for the moment, the Greek
Cypriots are still jumpy, especially
in the west.
b. Not only have they been
building up their forces in this
part of the island, but yesterday
they had "women, children,and old
people" hard at work digging
trenches.

c. The Turkish Cypriots have
a wary eye on this, fearing it
could be a prelude to some new
attack by the Greek Cypriots. In
this connection Gyani says he is
worried about the short-term impli-
cations of the import by the Greek
Cypriots of small arms.
d. Butler, in discussing
Cyprus with Ball, said he has come
to believe that some form of union
with Greece would be the best bet
for placing the situation in re-
sponsible hands and preventing the
emergence of another Cuba.
The prime minister /told
Ambassador Hare that he did not
want the US to get the idea he was
always easy to deal with.
f. A political storm is blow-
ing up in Turkey over this matter.

3. Congo
a. The Kivu rebels, twice
repulsed in their attempt to ad-
vance on Bukavu via Rwanda, have
made no further move toward the
Kivu capital.
b. They may be waiting for
the situation there to ripen.
Already, we hear, the Lumumba flag,
which is affected by the insur-
gents, is being flown_A_n_snm.e____
quarters of Bukavu.
c. The loss of the city would.
be a body blow to the Adoula govern-
ment. For one thing, it would con-
firm doubts already held about
Adoula's leadership and set off
another scramble for an alternative.
d. Both the Nigerians and the
Tunisians are equivocating on the
Congolese request for troops once
the UN force leaves late this month.

4. USSR - East
Germany
a. We have learned that the
USSR plans to announce shortly
that it is withdrawing 20,000
Soviet troops from East Germany.
b. Such a gesture at this
time might well recommend itself
to Khrushchev and his confreres.
It could be expected to have con-
siderable propaganda impact while
causing only a negligible weaken-
ing of the Group of Soviet Forces
in Germany, the strength of which
would still run well over 300,000.
c. The announcement would
provide a fitting capstone to the
current Ulbricht visit.
d. Some new move on Berlin
could also come out of this visit.
Ulbricht was joined in Moscow late
last week by his "Berlin expert,"
eputv Foreign Minister Otto Winzer.

5. Malaysia-
Indonesia
a. The Tunku yesterday indi-
cated that he was ready to go to
Tokyo next week for a summit meet-
ing,

b. Not surprisingly, Djakarta
and Kuala Lumpur are still far
apart on this. The Indonesians
want the Thais to set up shop in-
side their territory five miles
from the border. This is not
acceptable to the Malaysians be-
cause the Indonesians could parade
troops through the checkpoints
without actually bringing any out
of Malaysia.
c. Even if arrangements
acceptable to both sides can be
worked out, the Tunku may find it
difficult to go to Tokyo since the
word is out that the Indonesians,
after a brief lull, are again run-
ning guerrillas into Malaysian
Borneo.

B. USSR-Yugoslavia Tito left for home this
morning after his brief visit with Khrushchev
in Leningrad. The unrevealing communiqu?
indicated general agreement on international
problems and referred explicitly to the need
to "overcome the difficulties which have
arisen in the world Communist system."
D. Communist China - Tanganyika The Tangan-
yikans have come up with a new scheme to re-
duce their problems in Zanzibar. They have
shipped Babu off on an economic mission to
Communist China. The union itself was pushed
through in an earlier Babu absence and the
Tanganyikans probably hope that they can use
this one to build up their position in Zanzi-
bar.

East Africa trying
more responsive to
Italy The political crisis which threatened
to blow up this week appears to have passed.
The Nenni Socialists are saying they are
"fully satisfied" with the Christian Demo-
cratic Party's reaffirmation of its commitment
to reform. The center-left coalition still
has to contend, however, with the opposition
of Christian Democratic right-wingers, who
oppose any reforms at all, and the many Social-
ists who fear that there will be no reforms
in the end.
G. Nigeria With the return of the prime minis-
ter from upcountry to Lagos the government
seems to have adopted a tougher line toward
the week-old general strike. According to
press accounts, the labor minister yesterday
gave the unions a 48-hour ultimatum to call
off the strike and troops began to take over
key installations in the major cities.
