1. Cyprus a. The island is edging up
to the flashpoint once again.
b. To hear the Turkish Cyp-
riots tell it, the Greek Cypriots
in the northwest have been spread-
ing the word that they will attack
this weekend./

2. Congo
a. The Tshombe bomb is tick-
ing louder than ever.
b. He arrived in Bamako, Mali,
yesterday on the first leg of a
projected African tour. As he
travels he will doubtless have an
ear cocked for the summons from
Leopoldville he seems to expect.
c. He now claims the support
of "movements based in Leopoldville,"
which we take to be a reference to
the Democratic African Committee,
a new group dedicated to getting
rid of Adoula.
e. Despite this trend toward
Tshombe, President Kasavubu has yet
to show his hand. He will have to
play it soon since a new government
is due by the end of the month.
f. The military situation in
Kivu remains quiet.

3. Laos
a. Military activity yester-
day was limited. Pathet Lao forces
walked into Muong Kheung, evacuated
the day before by the neutralists.
Laotian T-28s hit Phou Kout hill,
now held by the Communists.
b. Souvanna Phouma came back
from a talk with King Savang vir-
tually breathing fire. He gave the
green light for renewed US recon-
naissance flights, indicating he
would not object to armed escorts
if we insist.
c. He also wants to use his
T-28s to "really punish" the Pathet
Lao and North Vietnamese.
d. The Communists of course
have been objecting to this air
action but so far not too strenu-
ously.
e. Representatives of the ICC
and the Geneva co-chairmen are
scheduled to visit Khang Khay today,
and will doubtless hear more about
the "savage and outrageous" attacks
the Communists claim have been made
on the town.
f. Peiping yesterday called
on Laotian "patriotic forces" to
continue to shoot down US jets "with
the weapons on hand."

5. Pakistan
. Rumania
e. Viet Cong military activ-
ity has begun to pick up again after
a two-week lull.
a. Pakistan may be winding
up for a new move in its relations
with the US in the wake of increased
US military aid to India.
b. A leading Karachi news-
paper, Dawn, yesterday branded this
aid as "morally indefensible" and
a bar to a Kashmir settlement. The
paper suggested that it may be time
"to say goodbye" to CENTO and SEATO.
c. Though Dawn is given to
exaggeration, we do not rule out
the possibility that these thoughts
were inspired by the government,
which doubtless is reassessing
policy in the light of Nehru's
death and the new aid program.
a. France may be about to in-
sert itself into the delicate mat-
ter of a nuclear power station for
Rumania.
b. The head of France's
atomic energy program is in Bucha-
rest, where, we suspect, he will
emphasize France's ability to ful-
fill Rumania's desires for such a
plant.

7. USSR - East
Germany
c. He joins a team from one
of Britain's largest nuclear power
outfits which is in Rumania dis-
cussing the sale of a uranium-fired
reactor.
a. Since the Soviets took
the trouble to tell us about the
mutual defense treaty they intend
to sign with East Germany today,
we suspect that they do not mean
to stir up a new Berlin crisis just
now.
b. Moscow seems, however, to
have felt the need to bolster
Ulbricht's sagging regime, the ,
only one in East Europe in Khru-
shchev's good graces without such a
treaty.
c. The treaty will not of
itself affect either Western rights
in Berlin or access to the city.

A. South Korea Kim Chong-pil has now agreed to
leave for a course of study at Harvard next
Tuesday. He declined to depart tomorrow and
may still be angling for a last minute reprieve.
B. Algeria-Morocco New trouble is brewing along
the border. There have been several skirmishes
between the Moroccan military and saboteurs
who have slipped into the country from Algeria.
