1. Laos
a. Peiping's daily protests
took on a somewhat tougher tone
today, but stopped short of a direct
threat to intervene.
b. Following up on Saturday's
threat to the Geneva co-chairmen
to take unilateral action if a 14-
nation conference were not held
shortly, People's Daily accused the
US of trying to "force" a Chinese.
reaction which would further under-
mine the Geneva accords.
c. Peiping again dismissed
the Polish proposal for limited
talks as "illegal."
d, The Vientiane consultations
meanwhile have reached a decisive
stage.
f. There was no change in the
ground situation yesterday. The
T-28s are maintaining their bombing
and strafing runs--with occasional
success--as weather permits.

2. Cyprus
a. The island continues to
be relatively quiet, but it may not
be much longer.
b. Makarios has told UN rep-
resentatives that if the main road
north to Kyrenia is not opened
soon, he is going to crack down on
the Turkish Cypriots by bottling
them up in their own areas and cut-
ting off essential services.
e. Grivas' schedule may be
set back by Papandreou, who told
Ambassador Labouisse yesterday that
this did not seem the best time for
his return. Papandreou also agreed
to try to keep a close rein on
Makarios during the period of his
and Inonu's visits to Washington.

5. Argentina
b. Two Soviet ships which
called at Santiago de Cuba last
week probably picked up most Soviet
personnel in the eastern air de-
fense sector. The Cubans are now
in almost full control of SAM and
radar operations in this area.
c. Both activities in the
central sector are also in Cuban
hands.
a. Tension is building up
again as the Peronist unions in the
labor federation get ready for a
new phase in their "action plan."
b. This would involve nation-
wide, 24-hour "occupations" this
week of all business and industrial
establishments. They also plan to
cut off oil pipelines to the re-
fineries.
c. Efforts at conciliation
between the unions and government
apparently are getting nowhere.
The Peronists apparently have po-
litical as well as economic objec-
tives, but it is not clear yet how
far they are willing to go.

NOTES
A. Maphilindo All the players are on hand but
there still may be no game at the Tokyo sum-
mit. The two sides claim to have worked out
the procedures for Thai verification of
Indonesian withdrawals, but clashes are con-
tinuing in Sarawak between security forces
and Indonesians trying to infiltrate before
the withdrawal begins. In any event, Sukarno
reports he is "having fun" in Tokyo.
B. British Guiana The governor's forceful take-
over of emergency powers on Saturday should
bring at least a respite from four months of
communal violence and terrorism. Police and
army units moved quickly to arrest over 30
key figures in Jagan's party. Jagan may try
to use the move as a new pretext to avoid ?
elections.
C. Brazil Kubitschek flew off to Madrid Satur-
day. He promised the Brazilian people, in a
parting "manifesto," that he would return to
carry on the struggle.

a. The Keyhole mission of
5-8 June has given us good coverage
of the Tyuratam rangehead, Soviet
ICBM complexes, and a new Chinese
nuclear reactor.
b. The second half of the
package will be available later
this week, when we will have a
fuller assessment of the mission.
c. We find a good deal of
new activity at Tyuratam. The speed
and scope of this expansion re-
flect the Soviet effort to develop
new ICBM systems and facilities
for future space operations.
d. A new, larger diameter
ICBM silo under construction also
showed up suggesting the Soviets
are developing a system for in-
silo launch at hardened sites.
e. The mission covered all
or part of eight of the 18 known
ICBM complexes. We now have seen
all but two during the past ten
months. No new construction starts
were detected during this period,
and the new photography confirms
construction was halted on at least
two additional sites in 1963.
f. The coverage of northwest-
ern China confirms that the in-
stallation at Chih-Chin-Hsia is a
new reactor under construction.
