1. Cyprus
a. Inonu's lack of firm sup-
port in the Turkish National Assembly
is casting a large shadow over his
visit to Washington next week.
b. We cannot rule out the pos-
sibility that he will cancel his
visit if tomorrow's vote of confi-
dence goes strongly against him.
He probably will squeak by, however.
c. In any event, it appears
that Inonu will have a hard time
getting Parliament to approve any
concessions he might make to reach
a Cyprus settlement.
d. On the island, "fierce"
fighting broke out in the tense
Kokkina area. We have no details
as yet.

2, Laos
3 South Vietnam
a, Kong Le's forces went up
and down Phou Kout hill yesterday.
They were on top for a few hours,
but withdrew under Pathet Lao artil-
lery fire.
b. A T-28 returned the fire
this morning as skirmishing on the
ground continued.
c. Souvanna flew today to
Luang Prabang to see the King. He
took along newly appointed Foreign
Minister Pheng Phongsavan who
Souvanna has said would represent
Laos in the six-power talks proposed
by Poland.
a, The sharp rise we have
noted in Viet Cong activity during
the past week shows up clearly in
the latest statistics.
b. The total of 615 incidents
during the second week of June is
one-.third more than during the pre-
vious week and the highest total
since early March.
c. Yesterday's battalion-
strength attack on a district capi-
tal in Hau Nghia Province, just
west of Saigon, is the first big
Viet Cong action of this kind in two
months. There have been ten other
significant attacks since 8 June,
mostly, in company strength.

4. Cuba-USSR
d. Government operations have
slackened somewhat with the onset
of the monsoon. The more bogged
down they get, the more aggressive
the Viet Cong forays are likely to
become.
e. Reports of Communist plans
?for a campaign of terrorism con-
tinue to be heard in Saigon.(
a. We think about 3,000 Soviet
military personnel have pulled out
during the past six weeks.
b. The eight passenger ships
which have come and gone since
early May carried many Soviet ser-
vicemen, most of whom were associated
with the SAM and radar systems.
c. More long voyages home ap-
parently are being planned.
the transfer to Cuban personnel
of SAM and associated early warning
radar operations in the eastern and
central sectors seems to have been
completed.

5. Burma
a. Ne Win's bungling has hurt
many Burmese badly, and there is
growing talk of violence against the
regime.
b. His slapdash socialization
of the economy has led to serious
food and fuel shortages. Mismanage-
ment of the currency has wiped out
many persons' savings.
c. Concern over Ne Win's
xenophobia and tolerance of former
Communists high in the government
are adding to the sense of depera-
tion many feel.
d. At the same time,insurgency
in Burma's minority areas is on the
rise. In Kachin State, bands of
rebels up to 500 strong are roving
freely.
e. Shan insurgents have be-
come so strong in the southern part
of their state, an area once thought
secure, that the Burmese Army has
had to use tanks to get through.

NOTES
A. MaphiIindo The way was cleared in Tokyo for
a meeting of the foreign ministers today.
After further jockeying, they hope to set up
a one-day summit session tomorrow if arrange-
ments for verification of the withdrawals in
Borneo do not run into too many snags.1
Congo Kasavubu yesterday confirmed to Ambas-
sador Godley his intention to support Adoula
during the pre-election period. He did not
appear to be thinking in terms of any radical
broadening of the government.
Communist China - Italy Socialist Senator
Vittorelli talked trade with Mao during his
recent "exploratory" visit to Peiping. They
apparently found that the feeling was mutual.
While Vittorelli said Italy was very interested
in more trade, he pointed out that an agree-
ment could not be made contingent on recogni-
tion. Mao, undeterred, proposed commercial
offices in both countries and visiting missions.
Rome apparently intends to go slow on anything
formal.

. Angola The rebel movement is continuing to
lose ground. One base area has been evacuated,
and rebel ranks inside Angola are thinning.
These setbacks will only cause more bickering
among rival Angolan leaders, and put Holden
Roberto under greater pressure to accept mili-
? tary aid from the Chinese Communists.
F. South Arabia British-led troops have the
Radfan raiders on the run north of Aden. While
the more organized resistance seems to have
been broken up, small bands of insurgents will
continue to harass the colonial administration
from their secure bases in the hills to the
east.
G. Venezuela The students still have a totally
effective strike going at Central University
after more than a week. The walkout has been
peaceful so far, but the Communists threaten
violence if anyone tries to go to class.
