1. Cyprus
a. Now that Grivas is firmly
settled in Cyprus, Makarios is
faced with a challenge. The arch-
bishop is a wily one, but Grivas
appears right now to have the sup-
port to play whatever role on the
island he chooses.

2. Congo
f. The island remains quiet
for the time being.
a. Tshombe is on the way back
to Leopoldville this morning. He
told the press yesterday that he
was returning at the invitation of
the Congo Government.
b. We know of no formal in-
vitation to him from the authorities
in Leopoldville, and he may simply
be on a fishing trip.
e. Resistance to the spread
of the anti-Adoula infection in the
Congo's east, never very firm, is
fast fading.

Chinese Communists are not far off
the mark when they describe it as
"an excellent revolutionary situa-
tion."
a. Foreign Minister Chen Yi's
statement yesterday that China
would "not sit idly by" and see
the flames of war spread into China
is the harshest note yet sounded
by Peiping in its latest propaganda
barrage on Southeast Asia.
b. Like other voices in this
chorus, however, Chen was unclear
about just what Communist China
may do. Though Peiping could easily
raise tensions by moving troops
about on its southern borders, it
has not yet done so.
c. On balance we are inclined
to regard this latest sound and fury
out of the Chinese capital as part
of a campaign to get a full-dress
Geneva conference on Indochina going.

NOTES
A. USSR-Cuba-US Khrushchev told Krag last week
that the Soviets would do nothing about US
overflights of Cuba prior to the US elections.
Thereafter, Khrushchev added, US reconnais-
sance planes over Cuba would be "shot down by
Russians." We feel that by then the problem
will in large part have passed from Soviet
hands along with the command and control of
the SAM system.
B. South Arabia
C. Kenya-Somalia First signs of the new Abdira-
zak government's attitude toward Somali tribes-
men across the borders are encouraging. Patrols
in Northeast Kenya report that dissident Shifta
bands are dispersing and that some Shiftas
have returned from Somalia with instructions
to cease operations until further notice. The
question is how long the new government can
or will persist in such a policy in the highly
charged ethnic situation.
