Congo a. Tshombe arrived in Leo- poldville this morning and went immediately to see Adoula. b. Before leaving Brussels yesterday Tshombe talked with Ambassador MacArthur. He said he was returning at the request of both Kasavubu and Adoula, and is ready to play an "important role" in the Congo, if asked. c. Tshombe said the solution to the Congo situation lies in a "national conciliation." He be- lieves it is necessary to bring the dissident and exiled Congolese into the government, where he thinks they would represent a lesser danger to stability. He would include some of thern CNL in this. d. He would give Gizenga his freedom and thus end his appeal as a "martyr," but would not put him in the government. e. Tshombe believes that the ANC must be disbanded, and then rebuilt, preferably with Belgian cadres. Laos f. Tshombe left the impres- sion that the French had been talk- ing to him, but that the Congo could not expect much in terms of material aid. France, he said, has its hands full satisfying the requirements of the former French colonies in West Africa. g. Kasavubu, meanwhile, ordered the constitutional refer- endum to begin yesterday and last through 10 July. There will be no new government until after the voting. a. The new Polish proposal provides for direct discussions among .the three Laotian factions, meeting outside Laos. b. 50X1 the Poles intend that 50X1 at such a meeting the ICC members would be present only to "help" rather than to participate fully. This, the Poles believe, will get around the Chinese Communist de- mand that all the Geneva powers join any meeting attended by some of the powers. Communist China - North Vietnam 4. Maphilindo c. In Vientiane, Souvanna has told the Polish ICC member he is ready to meet Souphannouvong either in Laos or abroad. He still says, however, that the principal business of any such meeting must be to make arrangements for a cease- fire and the return of the Pathet Lao forces to their former posi- tions. Then the composition of a Laotian delegation to a Geneva- type conference could be arranged. d. The military situation is still generally quiet. No Com- munist move against Muong Soui has been detected. a. Ambassador Jones saw Sukarno yesterday for another talk, which he describes as more like an exercise in futility. Sukarno said he was not yet ready to agree to the foreign ministers' meeting that Macapagal is pushing. He wants to wait until he is sure that the Tunku "really wants a meeting." c. He again laid the blame for the Tokyo summit failure on the Tunku's demand that all the Indonesian guerrillas withdraw from Kalimantan before the quadri- partite commission could be set Up. d. Sukarno ended the inter- view by telling Jones to "twist Tunku's ears, don't simply talk to me." Cuba Havana Radio claims a Cuban sentry was "seriously wounded" by a shot fired from Guan- tanamo base last night. .Another shot allegedly .was fired when a second Cuban soldier rushed to his aid. The Pentagon has checked with Guan- tanamo authorities who disclaim knowledge of any such incident. B. Cuba Cuban security forces, using hundreds of men, finally located and killed rebel leader Mario Bravo on 25 June 50X1 Bravo's group, operating in central 50X1 Cuba, had harassed the Castro regime for several months. The government's success will probably give a shot in the arm to Castro's anti- insurgency drive. 50X1 C. Tanganyika-Zanzibar There has been another hopeful sign that the union is shaping up. Last night Dar-es-Salaam announced that all dip- lomatic missions in Zanzibar would be reduced to consular level on 1 July. The move should strengthen the central government's control and cut down on Zanzibar's free-wheeling in foreign affairs. D. Czechoslovakia President Novotny has made a personal gesture aimed at improving US-Czech relations. At an official ceremony in Prague on 23 June, he made a special point of singling out Ambassador Horsey for a long and agreeable discussion. Novotny--probably with the Rumanian example in mind--declared "we intend to be free and are not a satellite."
