1. Cyprus
a. Tuomioja, in Sweden for 50X1
a brief rest, has invited the Greeks
and Turks to send representatives
to Geneva to continue talks with
him there.
b. There has been no response
from either Athens or Ankara.
e. A resumption of fighting
on the island may not be confined
this time to Greek and Turkish Cyp-
riots. Both Greece and Turkey have
been introducing regulars from the
mainland to the point where there
may now be several thousand of each.

has taken nine US shrimpboats into
custody for lack of "proper Tapers."
It is not yet clear just wherethese
boats Were seized.

4. Laos
d. There have been no serious
incidents on the ground this past
week, but infiltration continues
and most signs point to an increase
in Indonesian sabotage and terrorism.
a. Souvanna says that Phnom
Penh and Djakarta are:unsuitable
for the proposed Laotian summit
meeting and suggests New Delhi.
b. Yet to be heard from on
this are the rightists. There con-
tinues to be considerable bickering
and infighting on the right.

c. Ambassador Unger called
on the King Wednesday and found
him more involved in the affairs
of state than usual. The King said
that he wants US reconnaissance
flights continued, that Muong Soui
must be held and that a 14-nation
conference is "useless and poten-
tially dangerous."
a. Embassy Rangoon reports
signs, faint as yet, that Ne Win
is beginning to wonder whether his
regime may have drifted too far to
the left in recent months.

the debate on this issue in the
ruling revolutionary council has
been protracted and heated.

So far, at least, Ne Win
has taken no steps which could con-
ceivably be viewed as an effort to
extend an olive branch to the US.

minorities in eastern Burma are
becoming more and more of a head-
ache to the general.

NOTES
? A. Algeria Ben Bella seems to have the upper
hand for the moment over the latest military
challenge to his rule. Government forces
have occupied the main towns in the Biskra
area, and Chabaane has presumably taken to
the hills. Chabaane's action was not coordi-
nated with other elements of Ben Bella's
divided opposition in Constantine, Oran or
the Kayblie.
? B. Tanganyika-Zanzibar The East Germans and
Soviets are still stalling on reducing their
embassies on Zanzibar to consulates as directed
by union officials for 1 July. Both may be
hoping to put off a decision until Nyerere
and Kambona depart next week for a round of
conferences which will keep these champions
of the union out of the country for most of
July. North Vietnam is apparently complying.
C. Libya the
minister of defense, anticipating his early
removal from office, is looking into the possi-
bilities of an army coup to overthrow the
monarchy.

moved up from the normal October date to 11
July, suggesting to some that a move may be
made then.

D. France-Africa Paris has decided to withdraw
French forces from Africa below the Sahara.
The withdrawal is to be carried out slowly and
undramatically. This could effect the fortunes
of several regimes, such as that of Leon Mba
in Gabon, which are heavily dependent on French
power.
E. De Gaulle - South America
the general will be making the full 10-
country tour of South America in late September
and early October. Contrary to some earlier
suggestions, Brazil will be on his itinerary.
The trip will be broken by two three-day
cruises on a French warship. Consideration
is still being given to a single Central
American stop where all the Central American
chiefs of state could be gathered.
F. France-Germany Despite the fact that De Gaulle
is taking half of his cabinet with him to Bonn
today and tomorrow, the French insist that
this is to be a purely routine affair and that
"nothing special" will be discussed.
