China - Burma
a. There have been faint
signs recently that the Burmese
would like to correct course slightly
in the direction of the West.
b. We have a Burmese account
of Chou En-lai's visit to Rangoon
which asserts that Chou's aim was
to move Ne Win considerably closer
to outright support for Chinese
policies in Southeast Asia. Ne Win
successfully resisted.

4. Haiti
c. Doubtless the Burmese
want us to believe this, but we
suspect Chou went home reasonably
satisfied that he can count on
Burmese "neutrality" whatever may
befall elsewhere in Southeast Asia.
a. Haitian
rebels crossed into the Dominican
Republic on 16 and 17 July.
b. President Reid is anxious
to get them out of the country.
He has reinforced some of his bor-
der posts, but has assured our
embassy his troops will not cross
unless Dominican territory is vio-
lated.
c. In Haiti, an unknown but
certainly small number of other
rebels remain at large because the
army is unable to find them, and
would be afraid to engage them if
it could.
d. There are rumors of new
rebel activity to occur this week
in areas so far unaffected. We do
not have precise information on
what is actually happening, but it
is clear that fresh incursions would
be tough for Duvalier to handle.

a. Political dopesters in
Rome are predicting the new govern-
ment will not outlast the Christian
Democrats' national ?congress
scheduled for late September.
b. They have no real evidence,
other than signs that none of the
parties in the coalition are enthu-
siastic about being in it, but
joined because there was no other
way to get a government to run
the country.
c. Moro may encounter fresh
difficulties right away, as he
turns to the task of allocating
cabinet posts.
d. After that he must face
Parliament where the compromises
?he has with such difficulty won on
.principles and program will be
vulnerable to attack from his own
party as well as from the Socialist
left,

NOTES
A. Cyprus Another Greek ship arrived in Limas-
gar and arms
and ammunition were being unloaded from it
yesterday.
B. India Shastri probably selected the noncon-
troversial Swaran Singh to relieve him at the
Foreign Ministry in the hope of avoiding
factional rivalries. Swaran Singh is an
authority on the Pakistan problem.
C. Nepal-USSR The Nepalis are in some sort of
arms deal with the Soviets. We have no details
/ King Mahendra possibly has con-
cluded that his position could scarcely be
more exposed, and that it would be a good idea
to diversifT his foreign support.
D. Venezuela Communist terrorists have committed
five street murders in Miranda State since
10 July. Some of this activity may have been
in retaliation for current army operations
against guerrillas in Miranda.
