4. Congo
a. The government's military
position is deteriorating.
b. New violence has now
broken out in the West. Two towns
have been hit by rebels in Mai-
Ndombe Province across the river
from Kwilu.
0. In the east, rebel bands
are still moving toward Stanleyville,
the biggest prize any of the rebels
have tried for yet. Two companies
of the Congolese Army, neither
thought to be reliable, have been
sehtto intercept them.

NOTES
A. British Guiana Sporadic acts of racial vio-
lence continue despite the ending of the
sugar workers' strike. This is likely to go
right on since Jagan and his followers are
doing what they can to aggravate tensions.
B. Chile With the elections about a month off,
there is a growing concern in the camp of
leftist candidate Allende over his prospects.
At this juncture, polls and opinion sampling
indicate that Frei should win, though the race
will be close.
C. Cambodia After displaying an uncharacteristic
geniality for the first few days following
his return from France, Sihanouk is back in
form. His government has now told the UN
that 77 Cambodians died of intestinal poison-
ing which was contracted from "yellow powders"
dropped by South Vietnamese aircraft.
D. West Germany - Communist China Peiping has
contracted for oil refining equipment worth
$12.5 million from West Germany. This would
be the first deal of any consequence between
the two.
