Our ambassador in Nicosia thinks Cyprus will continue its evolution into a "Mediterranean Cuba" unless a basically pro-Greek political solution can be worked out soon. b. Greek Cypriot hysteria over the threat of Turkish invasion has been exploited to the hilt by the local Communists. So thoroughly have they moved in on the nationalist movement that even Grivas--as anti- Communist as he is--has had to make at least temporary peace with them, c. Athens, now convinced that Makarios wants complete inde- pendence, thinks he may take his case to the UN General Assembly where he can get support from Com- munist bloc members. d. Congo 3. South Vietnam a. Government troops have been sent back to Kamina and appar- ently are holding the city. One town in the area north of Leopold- ville has been retaken from the rebels. b. There has been a new out- break of fighting in Kwilu Province, however, and agitators in Stanley- ville are planning to stir up trouble in the city. c. Tshombe, who told our am- bassador that the National Army was "worthless," said he could put down the rebellions in two months if he could get immediate US money, arms, and vehicles for his Katangan gendarmes. He said he would use the gendarmes to "back up" the army. d. Tshombe, who has not yet committed his white mercenaries, has indicated he might not have to use them if he gets enough help from us. a. Laos b. Since last Thursday they have made four attacks in battalion and company strength, in addition to the two ambushes of government forces near Saigon during the week. d. Khanh has "clatified" his "march north" speech of 31 July. The government press says that the policy is to "stop the invasion by Red China.. .and end the war" but that this does not mean a military strike at North Vietnam. a. North Vietnam Yesterday's attack on USS Maddox was planned and directed by naval authorities ashore. In recent weeks inter- cepts have shown Hanoi's navy reacting with greater touchiness to US and South Vietnamese activities in the Tonkin Gulf. Maddox and the accompanying Turner Joy are still under intense Vietnamese surveillance. . Cambodia - South Vietnam / The Soviet UN representative said he was "against" observers but had not been instructed on what form his opposition is to take. Sihanouk is still hammering away on the "poison powder" issue. Communist China - Portugal The Chinese Com- munists have loudly denied they have been in touch with Lisbon about diplomatic relations. Peiping must have concluded that this game was not worth the candle, since it would not sit at all well with newly independent African states. Tanganyika-Zanzibar An economic mission will visit Dar-es-Salaam in mid-September to work out the disposition of China's credit and grant aid ($31 million in all) to Tanganyika. Al- ready agreed in principle are a state farm, a, farm implement factory, a textile mill,and some light industrial installations.
