Congo a. Stanleyville may be about to fall to the rebels. b. Congolese Army units sent to intercept the rebels are re- treating, and the commander inside the city apparently believes it cannot be held. The US consul is destroying documents and has asked for evacuation aircraft. c. A rebel takeover might mean the declaration of an inde- pendent state under leftist leader Gaston Soumialot. A provisional government was declared in Albert- ville on 21 July when that city was taken by the rebels. d. Bukavu, the capital of Kivu-Central, may also collapse if Stanleyville falls. Army supplies can reach Bukavu--where the situa- tion is already tense--only through the latter city. On 1 August, Greek Cypriot gunfire was for the first time aimed at the 650-man Turkish mili- tary contingent. c. Turkish Foreign Minister Erkin told Ambassador Hare on Sat- urday that he believes Turkey should have intervened last June. He says he is now ready to recommend crea- tion of an "international crisis" to show the Greeks that Turkey is serious.
