1. Congo a. Stanleyville may be about
to fall to the rebels.
b. Congolese Army units sent
to intercept the rebels are re-
treating, and the commander inside
the city apparently believes it
cannot be held. The US consul is
destroying documents and has asked
for evacuation aircraft.
c. A rebel takeover might
mean the declaration of an inde-
pendent state under leftist leader
Gaston Soumialot. A provisional
government was declared in Albert-
ville on 21 July when that city was
taken by the rebels.
d. Bukavu, the capital of
Kivu-Central, may also collapse if
Stanleyville falls. Army supplies
can reach Bukavu--where the situa-
tion is already tense--only through
the latter city.

3. Cyprus-Turkey
a.
alleged coup plotting against
Khanh.
a. The Turkish Government is
getting more restive as incidents
on Cyprus appear to be on the rise
again.
b. On 1 August, Greek Cypriot
gunfire was for the first time
aimed at the 650-man Turkish mili-
tary contingent.
c. Turkish Foreign Minister
Erkin told Ambassador Hare on Sat-
urday that he believes Turkey should
have intervened last June. He says
he is now ready to recommend crea-
tion of an "international crisis"
to show the Greeks that Turkey is
serious.

4. Cyprus-UN
e. Turkish military officers
are also reported unhappy with
Inonu's handling of the Cyprus
problem, along with his failures
in domestic affairs.
f. There are no signs the
officers are thinking of a coup,
but they might soon feel it neces-
sary to tighten control over the
civilian administration.
a. Commanders of the UN con-
tingents on Cyprus are fed up with
? continuing Greek Cypriot inter-
ference and harassment.
b. Their consensus is that
the UN force must be either heavily
reinforced or withdrawn.
c. General Thimayya has given
U Thant a full report and believes
a Security Council meeting is re-
quired.
d. Thimayya was scheduled to
complain to Makarios yesterday, but
expected no satisfaction.

5. North Vietnam
e. In an earlier conversation
yesterday, however, Makarios made
a sweeping statement to Ambassador
Belcher to the effect that he would
allow UN troops to go wherever they
wanted on the island, if U Thant
asked him.
a. Hanoi now appears to have
at least limited capability for
airborne reaction to intruder air-
craft.

A. North Korea - Indonesia
Kim Il-sung 50X1
to Djakarta 50X1
celebrations
for the Indonesian independence
on 17 August. Kim's trip
follows this year's
establishment of Indonesian - North Korean
diplomatic relations. Pyongyang will prob-
ably play up the visit as evidence of North
Korea's growing international status which
rmeral
. s wider diplomatic recognition.
B. Cambodia
C. Cuban Sugar
Cuba is.to receive only 3.8'cents per
poundfor sugar exported to Morocco in 1965
compared to the more than 10 cents per pound
received this year. The decline apparently
reflects the slipping world price (4,4 last
week) ancLmay be a harbinger of trouble for
Cuba's foreign exchange earnings next year.
