Moscow is still treating the crisis with relative restraint, showing little concern that it will be allowed to escalate. Press attacks on the US position have been renewed after being suppressed by the government for the past few months. G. Southern Rhodesia Prime Minister Ian Smith will declare Southern Rhodesia independent before the British elections in October, according to former Prime Minister Welensky. If he does, African nationalists will probably set up a government in exile, supported by most of the independent African states.
