h. Communist propaganda
makes no clear statement that the
Chinese are preparing to send mili-
tary forces to North Vietnam,
although Peiping stated on 6 August
that "all" signers of the Geneva
accords now have the right to assist
Hanoi.

i. In both Hanoi and Peiping,
morale-boosting campaigns are under
way. Hanoi says "the fighting
has only begun," and Peiping claims
large rallies were held there this
morning.
j. Hanoi radio says the Viet
Cong have called for intensified
guerrilla action as a contribution
to a defense of North Vietnam.
k. Moscow is still treating
the crisis with relative restraint,
showing little concern that it will
be allowed to escalate. The Rus-
sians have also dodged the implica-
tion contained in Peiping's 6
August statement that no socialist
nation can now "sit idly by,"
omitting that comment from the Mos-
cow summary.
1. Khanh declared a state of
emergency in South Vietnam this
morning. The decree gives military
courts authority over all breaches
of public security, with a mandatory
death sentence for "terrorists,
provocateurs, and profiteers."

a. Western Europe continues
to support the US retaliation, but
Paris has yet to make an official
statement.
b. Latin American reaction--
slow in coming--has brought strong
approval from Brazil, Bolivia,
Venezuela, Honduras,and the Domini-
can Republic.
c. In Asia, Pakistani press
coverage has been moderate, but
there has been an anti-US student
demonstration in Dacca. The Indo-
nesian press predictably questions
the US version of the recent events.
d. Middle Eastern comment has
been unexceptional. The Israeli
and Lebanese governments have ex-
pressed understanding of the US
action.
a. Soumialot is apparently
trying to get to Stanleyville to
set up his dissident regime. It
is not at all clear, however, that
he can speak for all or even many
of the rebels.

5. Cyprus
b. We do not know the size
of the force, but the Haiti Govern-
ment has been sufficiently alarmed
to declare a nationwide alert.
c. The populace has been
warned that anyone who aids the
rebels will be executed.
d. Haitian security forces,
which were unable to cope with the
30-man force that landed last June,
are probably in no better shape to
handle the new incursion.
a. New incidents of fighting
on a serious scale have occurred.
b. An exchange in Nicosia
on 5-6 August was the worst there
since December. The city is appar-
ently quiet for the present.
c. In the Kokkina area, how-
ever, fighting was still going on
yesterday. It was apparently
?started by Turks in an effort to
ease Greek Cypriot pressure on the
Turkish community in Paphos. The
Greeks had surrounded the Turkish
Cypriot quarter at Paphos, after
cutting off the water supply.

e. Meanwhile, Cypriot officials,
including Makarios, have made it
clear to Ambassador Belcher that
they will have none of the "Acheson
Plan."
f. The minister of labor has
added that an invasion from Turkey
will be the signal for the Cypriot
Government to "clean up" the Turk-
ish Cypriots, for which plans have
slrondy hing?n made.

NOTES
A. Lebanon Shihab has done another about face
on the question of his re-election.
he has now told our ambassador
he will quit when his term ends on 23 September,
"come what may."
B. Cuban Trade The UK Embassy has told the State.
Department that London has ,confirted a Cuban
purchase of ten diesel,locomotives from the
British Clayton Equipment Company. The con-
tract is for about $4.5 million. The embassy
was uncertain as to credit terms, if any.
C. Cuba-Nicaragua
? several more Cuban-trained Nicaraguan
Communists will be returning home soon
D. Singapore New rioting broke out last night.
Eight Chinese-Malayan incidents occurred,
but police apparently had things under control
by this morning. The Singapore Government
has implied the Indonesians were behind the
outbreak.

E. USSR-Turkey Moscow has made another gesture
toward improving relations with Turkey.
F. Libya The Libyan Government apparently in-
.-Fe-Hag to exert new pressure on the US to agree
in principle on evacuating Wheelus. Press
attacks on the US position have been renewed
after being suppressed by the government for
the past few months.
G. Southern Rhodesia Prime Minister Ian Smith
will declare Southern Rhodesia independent
before the British elections in October,
according to former Prime Minister Welensky.
If he does, African nationalists will probably
set up a government in exile, supported by
most of the independent African states.
