In South Vietnam, the Viet Cong announced
yesterday that they "consider themselves re-
sponSible. for stepping up the attacks against
the enemy on all battlefields." There has,
however, been no significant intensification
of Viet Cong activity as yet.

Cyprus: As we go to press, the situation
in northwestern Cyprus is deteriorating rapidly
and key Turkish Cypriot positions in the area
are under land and sea attack.
The village of Mansoura, near Kokkina,
has fallen and Turkish Cypriot leaders have
called on Turkey for military help. The Turks
are already flying air demonstrations on Cyprus
and may again be preparing an amphibious move.
Foreign Minister Erkin would not tell Ambassa-
dor Hare whether the "demonstrations" would
include actual gunfire.
Any major confrontation of Greek and Turk-
ish forces on the island would lead to a rapid
escalation of hostilities between Greece and
Turkey.
3. Congo: The rebel takeover of Stanleyville
on Wednesday will have far-reaching consequences
not only in the Congo but in neighboring Rwanda
as well.
Leftist leader Gaston Soumialot is appar-
ently trying to get to Stanleyville to set up
an independent Congolese state there. The
rebels in the area are divided and weak, how-
ever, and Soumialot is bound to have serious
problems controlling his regime's territory and
its followers.

Bukavu, which we expect the rebels to take
next, is tense but quiet. BukaVu's fall would
probably lead to the complete collapse of all
National Army Units in eastern Congo. This
would open the way for Tutsi refugees in the
Bukavu area,who have armed themselves from ANC
stocks, to invade Rwanda.
Rwandan Army units ?are mustering along the
border in anticipation of an attack.
The Chinese Communists are moving to ex-
ploit the situation.

We have noted preparations for a space
launch which may take place soon.
5. Laos: Coup and countercoup plotting among
the rightist leaders early in the week has ap-
parently been suspended, for the moment at
least.
Generals Kouprasith, Siho, Phoumi and
others concerned met Wednesday to air charges
and countercharges. They seem to have reached
a modus vivendi, and our ambassador reports an
"encouraging trend" toward reasonableness and
calmness among the principals involved.
There has been little?military activity
following Operation Triangle.

7. Indonesia: Sukarno may blast out against
the US during the 17 August independence cele-
brations. US diplomats in Djakarta have noted
signs of growing suspicion among Indonesian
officials about lagging US aid.

9. Haiti: Another rebel landing of unknown
size occurred
The government has issued a nationwide
alert and has announced that anyone aiding
the rebels will be executed.
