1. Cyprus
a. Both Turkey and Cyprus
have accepted the UN cease-fire
resolution and the island is gen-
erally quiet. A breakdown in the
truce could occur, however, over
differences in interpretation of
terms.
c. The Turks insist that the
planes they sent over Polis yes-
terday were on reconnaissance mis-
sions only, but UN forces have
confirmed that they actually fired
on the village.
d. Turkey, in accepting the
UN resolution, said it would main-
tain "continued vigilance."
e. Ankara has also conditioned
its acceptance on the withdrawal
of Greek Cypriot forces to posi-
tions they held before their attacks
in the vicinity of Kokkina last week.
The Greek Cypriots have indicated
that withdrawal from Turkish Cyp-
riot villages in the area is out
of the question.

2, North Vietnam -
Communist China
a. Further study of
photography now estab-
lishes that 36 MIG 15/17 jet
fighters--a full regiment--are at
Phuc Yen airfield near Hanoi. Many
are camouflaged.
b.
these planes came from China's
Mengtzu airfield near the Vietnamese
border. Air transport flights be-
tween Mengtzu and Hanoi are continu-
ing.

c. We have seen no indica-
tions of major air force redeploy-
ments inside China, but there are
signs that fighters may be moved
from East China into Nanning. If
this occurs, it will be the first
air augmentation in South China
since the start of the crisis.
d. We have seen no major
ground force redeployment in China,
f. Staged demonstrations of
support for North Vietnam are now
being held in all major cities in
China. Peiping claims that over
6.5 million people are taking part.

3. South Vietnam
g. Soviet propaganda on the
Tonkin Gulf episode is down to a
trickle, In his speech last week-
end, Khrushchev asserted only that
the Soviets would defend Socialist
states if the imperialists forced
them into war. Our Moscow embassy
suggests that these remarks,
coming after the heat of crisis
was past, were made for the record
and in confidence they would not
be tested,
a Public exuberance over
the US air strike may soon evapo-
rate and manifestations of dis-
satisfaction with the Khanh regime
resume.
b. The US action prompted
many Vietnamese to think that the
war burden was removed from their
shoulders. Khanh's "state of
emergency" decrees, if continued,
will soon disillusion these people.
c. Other Vietnamese are al-
ready becoming fearful of harsh
retaliation by the Communists.

4. USSR - Communist
China
? d. Some highly placed people
fear that,if the campaign against
the Viet Cong is not pushed effec-
tively, Khanh may feel compelled
to resort to distractions. Some
sort of action against Cambodia is
a possibility.
a. The Soviet leaders have
moved to break the stalemate over
the convening of a world Communist
conference to discuss differences.
b. Moscow has asked the 25
parties which helped it prepare
the conference of 1960 to get to-
gether in December to arrange
another meeting for mid-1965. The
Chinese, one of the invitees,
recently said they would not par-
ticipate in any preparatory meeting
set up by Moscow this year.
c. The Russians have indicated
that the refusal of any party to
participate in December should not
prevent the meeting. They are
clearly trying to show that they
are supported by the majority of
world parties.

d, Some of the other parties
among the 25 invited may refuse,
but we are certain Moscow has
enough support to muster a sub-
stantial majority.
e. We now look for the Chinese
to step up their efforts to persuade
undecided parties that a meeting
in December will only worsen matters.
f, Peiping announced yester-
day that it was putting on sale the
first volume of a collection of
past statements by Khrushchev which
prove he is a "revisionist."

NOTES
B. Congo The rebels have cleared Stanlpyville
completely of National Army forces and the
US consul there thinks that only a large and
well-organized force can retake the city. The
"popular army" in Stanleyville is apparently
now preparing for action in the northeastern
provinces of Uele and Kibali-Ituri, where
government forces are few and unreliable.
Nigeria, in response to a request from Tshombe
for help, may provide some troops.
C. Cuba
we think that recruit training in Cuba may
have lagged and veterans are being held in
service pending the return of trained personnel
from the USSR.
