f. There is also the problem
of Grivas. Athens is apparently
counting on him in any showdown
with the archbishopr
g. Grivas is taking an in-
creasingly tough line toward the
Turks. He is reported determined
to wipe out all pockets of Turkish
Cypriot resistance and destroy
all possible Turkish bridgeheads
if the UN fails to do so.
h. We still see no indication
that Moscow has decided to give
Makarios any material assistance.
2. Congo a. Rebel activity shows no
signs of slackening.
b. Bukavu was under attack
yesterday, but the US consul be-
lieves it can be held if the ANC
force there does not panic. Two
T-28s, along with American and
Belgian advisers, are available to
the defenders.

c. There is fear that the
quiescent Kwilu rebellion may start
boiling again.
The
government's Kwilu garrison has
been reduced from four to one bat-
talion in the past two months.
e. There is also uneasiness
in Coquilhatville, as some ANC
elements have pulled out of towns
to the east of the city.
f. Meanwhile, Kasavubu still
is holding back from making a plea
for assistance from other African
states.

3. India -
Southeast Asia
a. New Delhi ?is considering
a major policy shift on Southeast
Asia.
b. Foreign Minister Singh
has given Shastri a proposal--
which he expects to be approved--
recommending the establishment of
a UN peacekeeping force in Laos
and Vietnam.
c. The Security Council would
be asked to send Afro-Asian troops
--including Indians--to the Plaine
des Jarres and along the 17th
parallel. US forces or involve-
ment would not be affected.
d. Singh hopes by this to
get India out of its troublesome
duties in the ICC--which would be
disbanded--and to give India a
positive anti-Chinese role in the
area.
e. Before springing this on
the UN, India would consult with
Moscow and Washington. Indian
Foreign Ministry officials expect
US-USSR acceptance of this scheme
since it would bury the problem
of the 14-nation conference.

4. Laos
f. We are not so sure Moscow
would want to sanction UN interven-
tion, however. It would further
complicate Soviet relations with
North Vietnam--which opposes UN
intervention--and Moscow is already
sour on the question of creating
and paying for peacekeeping opera-
tions.
g. What is clear, however,
is that the Shastri regime is
giving a new look at active Indian
participation in Southeast Asian
affairs.
a. The "modus vivendi" reached
by the generals last week has not
gone down well with some of the
colonels.
b. The younger officers have
their sights trained on General
Phoumi, according to Justice Minis-
ter Bouavan. They say that if
General Kouprasith lacks the courage
to get rid of Phoumi, they will do
it themselves.
c. Bouavan's story has some
holes in it, but Ambassador Unger
points out that the essential fact
is that the colonels are still
agitating and pose a continuing
threat to stability in Vientiane.

5. Haiti
d. Operation Triangle is still
mopping up, meeting no significant
resistance.
e. A T-28 was downed on the
13th. An intensive air Search has
failed to locate the wreckage or
the pilot.

6. Indonesia-US
a. The USIS library in
Jogjakarta has been taken over by
Indonesian demonstrators and
confiscation of the Goodyear es-
tate in Sumatra is also reported
threatened.
b. USIS's "Jefferson Library"
was seized last night by a crowd
estimated at 3,000. The action
was in the name of the government
of Jogjakarta and reflected the
"people's anger over the Johnson-
Tunku communiqu? according to
the Indonesian press.
c. Our embassy protested to
Foreign Minister Subandrio, who
asked for a "little time" in which
to return the library.
d. Subsequently, the embassy
heard from our consulate in Medan
--in northern Sumatra--that workers
planned to take over the Goodyear
estate today.
e. The embassy called Subandrio,
who promised to take action before
anti-US actions spread any further.

NOTES
A. USSR-Afghanistan Soviet SAM equipment has
been observed in Kabul for the first time.
The Afghans probably sought them for prestige
reasons--the deal was arranged hurriedly so
the equipment could be displayed on 23 August,
Afghan independence day. Until the new equip-
ment is put in use--which will be some time--
they will continue to rely on AA artillery
and MIG-15s and MIG-17s for air defense.
B. Venezuela The US Army mission headquarters
in Caracas was attacked Thursday night and
Friday morning. Three men exchanged machine-
gun and rifle fire with Venezuelan military
police guards. There was little damage and
no casualties. Venezuelan authorities
believe the FALN was responsible for the
incident.
C. Poland
Poland's grain harvest this year will
be only average, requiring an increase in
imports from the West. The Poles will need
about 3 million tons. Italy and Canada will
furnish a large part, and the Poles have raised
the question of increasing PL-480 shipments
without as yet suggesting any definite amount.
D. Pakistan - Communist China The Pakistanis
have informed us they have decided to accept
a Chinese Communist loan offer. Details are
not yet fixed, and a date for public announce-
ment has not been set.

E. Cuban Trade
a Cuban purchasing mission is now in the UK
to buy $14 million worth of equipment for
repairing and maintaining sugar production
and refining facilities. The equipment will
include locomotives for transporting sugar
cane to the mills./
/Havana has put at least a
limited moratorium on purchases from Western
sources, pending a sortin 's
chaotic buying programs.
