1. South Vietnam
2. Cyprus
a. Khanh, his goatee gone
"to mark the end of a phase,"
says he is determined to: get the
army out of the government and
out of politics.
b. He told Ambassador Taylor
that there is a current of anti-
militarism abroad in the nation
which he feels he must conciliate.
c. To this end he plans to
name a committee of civilians and
charge them with organizing a pro-
visional government by November.
Taylor doubts that the committee
will be able to meet this schedule.
d. Khanh acknowledges that
there will be "much wrangling" over
this among Saigon's contentious poli-
ticians and ambitious religious
leaders. Indeed Khanh may be hoping
to establish the need for some sort
of continuing military presence by
demonstrating the lack of real al-
ternatives.
e. Viet Cong activity remains
ata low ebb.
a. There are signs of a grow-
ing distrust between Greek and Greek
Cypriot leaders.

b. Makarios, we hear, has
refused Papandreou's request that
some lesser figure than Foreign
Minister Kyprianou be sent to
Moscow next week. Also, the Arch-
bishop is still putting obstacles
in the way of a normal rotation of
Turkish troops on Cyprus.
d. King Constantine told
Ambassador Labouisse that he
would like to find some way to
trap Makarios, whom he finds an
"impossible scoundrel,"
e, So far, however, Papan-
dreou, while recognizing that he
is losing face in the matter,
has shown little taste for the
strong measures it will take to
deal with the Cypriot leader.
f. In Turkey, Inonu is ap-
parently going to insist on a vote
of confidence from the National As-
sembly on his handling of Cyprus.
Such a Vote is not likely before
next Wednesday.

g. The island is quiet. Gabo
Plaza, still preoccupied with "ex-
plosive possibilities" of the econom-
ic blockade of Turkish Cypriot com-
munities, has asked the Greek side
to live up to its agreement to ease
off.
3. Congo a. Tshombe continues to lose
ground in the north.
b. Rebel bands, moving down
the Congo River, are menacing Co-
quilhatville. This is the last
major settlement between the rebels
and Leopoldville.
c. It would not take much to
stop the rebels in this area
d. In the northeast Bunia has
been occupied. Goma with its air-
field may, well be next.

for the OAU meeting today in
Addis Ababa, Tshombe, hoping to
blunt the arguments of his de-
tractors, told the press that he
was sending all South African
"volunteers" back home.
a. The latest returns
(0430 this morning) from yester-
day's presidential election give
Frei 1,463,535 votes to 975,690
for his Communist-backed Socialist
opponent, Allende.
b. A Frei landslide was ap-
parent from the early returns, and
Allende conceded only four hours
after the polls closed.
c. The voting was orderly
and the possibilities of post-
election violence have been greatly
reduced by, Allende's advice to his
followers, "we must know how to
win and lose."

6. Arab Summit
a. The sessions open in Cairo
today with Faysal in attendance.
In Cairo he will have a chance to
exchange views with Nasir on Yemen,
but we are far from hopeful that
,there will be any meeting of minds.
b. As matters stand now,
Nasir refuses to withdraw his forces,
the mandate of the UN observer mis-
sion has come to an end/

B. Malawi (Nyasaland) Yet another new African
state is in trouble. The cabinet of pro-western
Prime Minister Banda is in virtual revolt against
his high-handed Methods,
His fall might lead to an exodus of British civil
servants and a consequent breakdown in administra-
tion, as well as to greater opportunities for
meddling by Bloc interests.
C. Uruguay-Cuba Uruguay has put off a decision on
whether to break relations with Cuba until next
.week. It is not certain how the vote in-Monte-
video's National Council may go, but Mexico is
already, taikingas if it were standing.alone on
the issue.
. Singapore There was further rioting today when
the, authorities lifted the overnight curfew to
permit shopping. ?Nine persons have been killed
so far in the outbursts which began yesterday.
