1. Indonesia-Malaysia-UK
a. Victorious and its escorts
apparently went through the Lombok
Strait this morning without inci-
dent.
c. The Indonesians also
sounded a one-hour civil defense
alert in Djakarta, alleging that
"enemy aircraft" were overhead.

a. The Turks have told the
Greeks that, as a wedding present
to King Constantine, they will
renew the residence permits of
Istanbul Greeks, thus removing the
threat of a general expulsion.

b. Other points of potential
friction remain. Despite what the
Greeks tell us, the Greek Cypriots
are still saying that Turkey no
longer has a right to keep troops
on Cyprus, let alone rotate them.
c. The Turks say that the
long-postponed rotation "must and
will take place."
d. The supply of Turkish
Cypriot communities is another ex-
plosive issue. Shipments of Red
Crescent relief goods are on the
way to Kokkina. Turkish Cypriots
there have given "the priest"
Makarios what they call "a splen-
did lesson" by refusing food of-
fered by him.
a. Tshombe, who seems to
have acquired a taste for personal
diplomacy, is in Nairobi for the
initial session, beginning today,
of the new OAU Congo Commission.

NOTES
A. USSR Soviet naval and air forces are engaged
in extensive defensive exercises against the
current NATO maneuvers in the Norwegian Sea.
B. North Vietnam - US Thus far Hanoi's reaction
to the latest US naval patrol in the Gulf of
Tonkin has been defensive.
C. Saudi Arabia - UAR Faysal, we now learn, plans
to return to Cairo early next month to take part
in the "nonaligned" conference. His presence
there will offer an opportunity for further talks
with Nasir on Yemen. According to one of Faysal's
leading advisors, the Prince and Nasir hit it
off surprisingly well at the Arab Summit.
D. France-China France has hopes of being able
to sell another million tons of wheat to Com-
munist China this year. Existing contracts
call for the delivery of 450,000 tons.

E. Venezuela We may be seeing the start of the
predicted Communist campaign of violence. There
have been disturbances in Caracas for the first
time in months, and on Tuesday a Caracas firm
was robbed of police uniforms. We do not antici-
pate that this fall's campaign will reach the
pitch of last fall's or that it will get out
of hand.

Communist China
a. Ambassador Dobrynin has
told Ambassador Thompson that Mos-
cow believes Communist China could
explode its first nuclear device
at any time.
b. Soviet concern over the
impact of such an event may have
motiviated at least in part Khru-
schev's several references this
week to "monstrous" and "terrible"
Soviet weapons.
e. The most recent satellite
photography of the Lop Nor test
site, dated early August, indicated
that the site could be ready this
year.
