With Tshombe back in the Congo, radicals on the OAU Congo commission are having things pretty much their way. Their idea is to lend dignity and stature to the rebels at the Tshombe government's expense. b. Yesterday, the commission heard representatives of the rebels and then announced it was sending a mission to Washington, The US is trying to discourage this. c. The radicals have also been pressing for their own version of a Congolese "national reconcilia- tion" without regard for the views of the government. They are trying to get Tshombe to accept a cease- fire applicable to "both sides." Similar proposals were turned down by the OAU foreign ministers earlier in the month. d. One reason for the radicals' success so far has been their ability to feed on Kenyatta's fears that his reputation as an African leader would suffer from too close an identification with Tshombe. Dominican Republic n the Congo itself rebel bands are stirring once again in the north around Boende and near the northern border. Bukavu is being menaced. f, The Red Cross relief flight into rebel-held Stanleyville is set for Thursday if final clearance comes through. This is by no means certain since we have tenuous indi- cations that trouble has broken out among the wrangling rebels there. a. Friday is the first anni- versary of the overthrow of Juan Bosch,and the pro-Communist student leaders in Santo Domingo hope to make it "a day of patriotic struggle against dictatorship." b. We think it improbable that their challenge will unsettle the Reid regime, but too much enthusiasm on the part of the stu- dents or a too hard-nosed handling of them by the security forces could lead to some blood letting. Indonesia- Malaysia ( a. Before taking off to see the world again, Sukarno set up a series of "regional executive authorities," headed by army men for the most part. b. We take this to be a typical Sukarno maneuver, designed in this case to keep the island's obstreperous Communists in line while he is away. He had been giving them their head until recently. c. Although these "authorities" were handed broad local powers, Sukarno stopped considerably short of giving the army the kind of power it had before May 1963 when martial law was in effect. e. In connection with the soothing sounds Sukarno was making as he left,the Tunku now says he is prepared to meet Sukarno again, provided all Indonesian troops are taken off Malaysian soil and he is convinced that the Indonesian sin- cerely wants peace. Cyprus a. The Greek Cypriots are putting the best face they can on the talks in Moscow, which are obviously not going in the direc- tion they wished. Foreign Minister Kyprianou, tied up with the UN debate, still hopes to fly to Moscow this week to try to get the talks back on the track. b. Ambassador Kohler has the impression from Soviet coverage of the talks that Moscow may come up with economic aid proposals rather than large doses of military equipment. c. The Soviets have also been pointing to Warsaw Pact exercises like the one just completed in Bulgaria as evidence of bloc "com- bat readiness" in the context of NATO threats to Cyprus. d. After much hemming and hawing, the Greeks have finally agreed to talks with the Turks under the auspices of NATO Secretary General Brosio. They say they will talk about any existing problem except Cyprus which they hold is under UN jurisdiction.
