1. Vietnam
a. Viet Cong and North Viet-
namese propaganda portrays the Bien
Hoa attack as a major victory. It
stresses Viet Cong ability to take
direct action against the US mili-
tary establishment in South Viet-
nam.
b. The Bien Hoa attack, com-
bined with two others Saturday to
the north, suggests a forthcoming
period of generally intensified
enemy activity. /

D. Sudan The neutralist cast of the initial
pronouncements of the new regime do not augur
well for its attitude toward Western interests
in Africa and the Middle East, such as the
Congo and overflight rights. The army is back
in its barracks but appears to retain the
balance of power.
H. The Vatican A senior Vatican official has told
Ambassador Reinhardt that there is "little or
no" possibility the Pope would attend the
Marian Congress in Santo Domingo next spring.
The Pope's forthcoming trip to India has already
generated too many requests for other visits,
and has created political problems with such
countries as Portugal.
