a. Hanoi is having a propa-
ganda field day over the shelling
of Bien Hoa airfield.
b. Yesterday a North Viet-
namese radiobroadcast, gloating
over the destruction of the B-57s,
warned that many other "brilliant
victories" will follow.
- c. No significant new Viet
Cong military activity has been
.reported in the last 24 hours,
however.
d. Government forces searched
the areas north and east of Bien
Hoa after the shelling, but made
no contact with the enemy.
a. The Chinese Communists
may be sending more jet fighters
to the Vietnam border area, some
of them possibly high-performance
types.

3. Cuba
a. The Kremlin shakeup has
"seriously upset" Castro, or so
the Cubans appear to want us to
believe.
b. The Cuban ambassador in
Paris says Castro now feels he
cannot depend on the USSR and will
do "everything possible" to reach
an accommodation With the US.
c. According to the ambassador,
Castro intends to show his distrust
of Moscow by purging all of Cuba's
"old-guard" Communists from his
regime.

d. All this seems intended
for our ears. It may be that
Castro hopes such a ploy will
encourage the US to ease its
economic squeeze on Cuba.
a. De Gaulle may soon de-
cide on his precise tactics in op-
posing MLF.
b. A sensitive source of the
US Embassy in Paris says the
decision will emerge from a highly.
secret meeting of key cabinet min-
isters which De Gaulle has called
for 20 November.
c. The question is, according
to the source, whether France will
try to scuttle the MLF by a major
gesture, such as withdrawing from
NATO, or by minor harassments, such
as .nonparticipation in certain
NATO exercises.
d. A sensitive source, pre-
sumably different from the above,
has also told the embassy that
De Gaulle denies that the success
of the MLF would be a defeat for
France.

e. According to this version,
De Gaulle thinks that an MLF agree-
ment, excluding France, would allow
France to follow an independent
policy of purely national interest.
He is, therefore, looking forward
to the confrontation.
a. The US military attaches
and other Western observers re-
port that large missiles, shrouded
in canvas, are being pulled through
the streets of Moscow as the Soviets
prepare for Saturday's parade.
b. Based on the descriptions
of size and shape--one missile is
reported to be about ninety feet
long--we think the Soviets might
be planning to show one of their
ICBMs for the first time.
c. This could be the SS-8,
a long-range missile the Soviets
probably are phasing out of their
operational inventory within the
next year or so.
d. They may also show the
2,000-mile range SS-5 IRBM.

6. Bolivia a. The pro-Barrientoa mili-
tary revolt may have started.
7. Congo
b. President Paz called our
embassy this morning to say that
the regiment guarding the General
Staff Headquarters in La Paz had
rebelled. The rebels were holding
Armed Forces Commander Ovando and
Army Commander Suarez prisoner,
according to Paz.
c. Paz said, however,that
other units were holding firm.
d. We have no other informa-
tion as of 0830.

C Yemen - UAR - Saudi Arabia Yemeni royalist
and republican delegations are now meeting in
the Sudan, along with Saudi and Egyptian ob-
servers. They apparently hope to arrange a
ceasefire and make plans for holding a con-
ference to determine the natureof a new Yemeni
government.
the Egyptians want to reduce their commitment
in Yemen as quickly as possible because
it is the major cause of Egypt's current economic
difficulties.
IL India The government has moved against the
dissident 'Chinese" wing of the Communist
party. On the eve of the dissidents' first in--
dependent party congress in Calcutta, some
26 leaders of the ultra-left West Bengal party--
which had been expected to run the show-were
summarily imprisoned. Presumably this leaves
the field to pro-Moscow voices.
Panama Wednesday is Panama's national flag
Uny,and the Communists, as expected, are plan-
ning an incident.
Local security forces probably
know of the plan, however', and should be able
to handle it.
