Rebel resist- ance continues in the northeast. The new Sudanese Government has decided to help and has given rebel leaders refuge. Buddhists defied the government order limiting the size of their funeral march today, but troops kept them in line. Chau has again threatened an all- out campaign unless there are drastic government changes. The High National Council has publicly recommended a cab- inet reshuffle "when the situation per- mits." Coup rumors are flying and the tri- umvirate is under heavy fire from several sides for economic bungling. A general strike, supported by political and busi- ness leaders as well as labor, is sched- uled for Wednesday. King Zahir has accepted Peiping's offer of a development loan of $28 mil- lion, which will probably involve a siz- able number of Chinese technicians. details will be negotiated early next year. Ambassador Bohlen believes that if the UK-French "Concorde" transport proj- ect breaks down, Paris may seek US help. A decision may come soon. Iran 9. USSR- Scandinavia 10. Indonesia- Malaysia 11. France Prime Minister Mansur, since taking over last March, has been unable to halt Iran's economic decline. His austerity measures, increasingly unpopular, have provoked a rash of strikes. The Shah probably sees his own prestige in jeop- ardy as a result and may soon jettison Mansur. The prime ministers of Denmark, Norway, and Sweden have accepted Soviet invitations to visit Moscow in return for Khrushchev's travels earlier this year. The Soviets want an early date, presumably in order to make their case on the MLF and Article 19.
