1. Dominican Republic
Santo Domingo has been exceptionally
quiet today.
The rebels have not responded to Im-
bert's initiative yesterday offering to
put the whole problem of elections in
the hands Of the Organization of Ameri-
can States.

be waiting for further clarification of
the Imbert proposals,or it may be that
they have not been able to agree on what
response to make.

The military situation is unchanged.
2. Vietnam The political deadlock has not yet
been broken.
Commenting on the recent upsurge
in Viet Cong activity, US military offi-
cials in Saigon observe-:that Viet Cong
main force units are being used in in-
creasing numbers.

ever, and are quickly withdrawn once
heavy contact is made, indicating:a de-
sire to avoid heavy casualties from air.

Government teams are being sent into
the tin mines to oversee implementation
of the junta's reform decree.
So far, they have met little resist-
ance from the miners,
The large mines near Huanuni and Ca-
tavi, where the greatest miner resistance
was expected, have not yet been taken over
by government teams.
the miners are now apa-
thetic and some of their leftist
leaders have already pulled out.
Trouble could still develop when
the government begins to lay off large
numbers of redundant miners. The num-
ber to be discharged could reach 7,000
for whom some alternative employment
must be found.
A team of Venezuelan Air Force of-
ficers are scheduled to depart next week
for Paris where they will look into the
possibility of buying supersonic Mirage
III jet fighters. The French can be ex-
pected to made the Venezuelans an attrac-
tive offer since this would be the first
sale of high-performance French military
aircraft in Latin America.
No Latin American country has so ad-
vanced an aircraft, and, if Venezuela ob-
tains the Mirage, other Latin countries
will surely want comparable aircraft.
A UN observer, after looking into
a recent clash between Indian and Pak-
istani troops near Kargil (see map), says
that the situation along the cease-fire
line is "explosive as hell." Both sides
have indeed been taking a more belliger-
ent stance along the line, and there is
a real danger of larger clashes.

7. Congo
Direct Greek-Turkish 'soundings on
a Cyprus solution have begun in Athens,
and already Cypriot President Makarios
is out to torpedo these efforts.
For one thing, Makarios has asked
U. .Thant to send UN mediator Gab o Plaza
back to Cyprus to facilitate talks 'be-
tween Cyprus and Turkey, a move which
has embarrassed Athens and annoyed An-
kara.
Secondly, Makarios is toying with
the idea of announcing new elections on
the island. The Turks have warned they
would strongly resist this. The Greeks
thought they had the Archbishop's prom-
ise not to take such an action.
.Makarios is probably worried that
bilateral Greek-Turkish talks will lead
to undue concessions to the Turks and
Turkish Cypriots.
Government columns from Paulis, on
the move again after being resupplied and
regrouped, have captured Buta, the head-
quarters of the largest remaining rebel
band in the northeast. (See map.) The
rebels were holding some 110 white host-
ages. At least 17 and probably many
more were killed-or maimed. Others
were carried off into the nearby jungle,
which is inhabited by tribes hostile to
the central government.
8. Ghana Plotting against Nkrumah continues.
There would probably be substantial sup-
port in the army for Nkrumah's ouster.
