The South Africans officially in-
formed Great Britain today that they can-
not "cooperate in everything" the Brit-
ish "might feel impelled to do" with re-
spect to Rhodesia. The South Africans
said they will continue to conduct busi-
ness with Rhodesia.
So far Guinea is the only African
state to meet the 15 December deadline
for breaking relations with Britain..
Tanzania and one or two others have said
they will do so soon. The majority are
procrastinating or have refused to take
the step.

General Ne Win recently acknowledged
that Burma's economy is in a "terrible
mess" and that chronic tribal insurgency
is on the rise in many parts of the coun-
try. Ne Win refused to concede that his
policies are at fault and blamed foot-
dragging by his army associates.
Even before these charges were made,
there was evidence of growing friction
between the irascible Ne Win and his
field commanders. His regime could be
in for trouble if, as seems likely, the
general persists along these lines.
The announcement in Moscow yester-
day closing an area in the North Pacific
is unusual both for the duration of the
closure and reasons advanced. The So-
viets have never before used spacecraft
landing experiments to justify a closure.
They may well be planning water-borne re-
covery exercises.

Hanoi's first reaction to the bomb-
ing of the Uong Bi power plant is a new
protest to the International Control Com-
mission.
Hanoi claims that the attack on the
plant was but one of a number of bomb-
ings of "industrial establishments" near
the port of Haiphong on the same day.
Although the Vietnamese note says that
these operations are a "new, extremely
serious step of the US escalation," its
tone does not seem as fierce as some 50X1
others in the past.
Two polls taken in the past week
agree that De Gaulle will get 55 percent
of the runoff vote Sunday. However, the
most respected of the polls, that of the
French Institute of Public Opinion, lists
22 percent of the voters as still unde-
cided.

rewards of up to $25,000 for information
leading to the arrest of terrorists and
kidnappers. The government is alarmed
and is considering stronger measures to
halt the current wave of lawlessness.
