South Vietnam 2. North Vietnam 50X1 During a talk with Ambassador Lodge today, Ky said that he would be.too young to be a candidate for president under a new constitution. Instead, the premier said that he will become the "campaign manager" for General Thieu, and then return to duty in the air force. As for Thieu, he is already giving the impression the he considers himself the front runner. He also indicated to- day that he would like to see the mili- tary with a prominent--if not pre-emi- nent--role in South Vietnamese affairs well after presidential elections. 3. France Paris is maintaining its hard line in NATO negotiations. 50X1 Paris probably hopes that a French-German agreement would cause other NATO members to relax demands for close ties between the French forces and NATO. Soviet Union 5. Congo The government is embarking on an- other of its periodic campaigns against public drunkeness and hooliganism. Yesterday Pravda announced sweeping new measures to this end. In addition to a new Ministry for Preservation of Public Order, these involve police au- thority to make preventive arrests and to impose fines on the spot for drunken- ness or hooliganism. Punishments for crimes against pub- lic order have been sharply increased. Petty hooliganism can now land the cul- prit in jail for 10-15 days, where he must pay "board and room." Pressure is also put on employers, who must report within 10 days what "social influence" has been exerted to reorient errant em- ployees and must ensure that factory equipment is not used to manufacture knives. All this is an implicit admission that juvenile crime has; gotten to the point of national concern. Pravda left out the usual line that hooliganism and drunkenness are survivals of capitalist society. The mutiny in Kisangani is still unresolved despite continuing peacemak- ing efforts by Premier Mulamba. As evi- denced by an outbreak of gunfire last night--cause unknown--the situation is still dangerous. A congressional decree effective yes- terday provides amnesty for persons who have committed political crimes since 1 November 1960. The government is turning the other cheek here, since the Communist guer- rillas vehemently rejected the "open hand" Mendez Montenegro extended to all disaffected elements in his 1 July in- augural address.
