South Vietnam 2. Philippines 3. Soviet Union Ky has assured Ambassador Lodge that he will say no more about marching ?north. In his speech in the Philippines next week Ky will discuss the nature of "revolutionary war." If questioned, Ky intends to say his goal is the independ- ence of South Vietnam. When President Marcos comes to Wash- ington next month he may well have a draft revision of our mutual defense Agreement in his hip pocket. -The pres- ent agreement was signed in 1953 and gives us our base rights in the Philip- . pines. Marcos is not seeking any drastic changes but, for domestic political rea- sons, he wants to go home with our agree- ment to renegotiate. A Soviet nuclear submarine is prowl- ing near Bermuda. This is farther west than Russian submarines normally operate but they are not complete strangers to the area. In late 1965, for instance, one was detected snooping around the Gemini 6 and 7 recovery zone. The Soviets have three types of nu- clear submarines--two that carry missiles and one for torpedo attack. Dominican Republic 5. Morocco ? The Russians Said "nyet" when the Moroccan foreign minister raised the question of getting Soviet -arms during a recent Moscow visit. However, Ambas- sador Tasca,in Rabat is concerned lest the Soviets rethink this one and try some sort of proposition playing on Mo- rocco's apprehension of Algeria's grow- ing military strength.
