Vietnam 2. Communist China 3. Communist China All Manila newspapers this morning headlined the announcement that Presi- dent Johnson will attend the Manila con- ference. Some papers billed the confer- ence as a "Summit Meeting," and there was a tendency to depict it as a personal diplomatic triumph for Marcos. The South Koreans seem to be moving fast to thrust themselves into the thick of things. Soviet Union 5. South Korea 6. Cuba The Soviets want to avoid overfly- ing Chinese territory on their flights to Hanoi. The Soviet charg?n Laos told Premier Souvanna this morning that for this reason Moscow would like to route these flights by way of New Delhi, Rangoon, and over ?Laotian territory to Hanoi. Souvanna said he would consider the Soviet request, which he told Ambas- sador Sullivan he "presumed" would in- volve Soviet commercial, not military, aircraft. Only a small quantity of the aid Moscow provides Hanoi comes by air. The bulk of it still comes overland through China, where it has been subjected to delays and harassment.
