North Vietnam 2. South Vietnam 3. Communist China 4. Soviet Union Local elections went off smoothly yesterday for the second successive Sunday. Voter turnout was again high, probably even better than the 80.5 per- cent recorded last week. Viet Cong harassment was minimal on election day, though there had been a few incidents in the days just before. The strident campaign against Liu Shao-chi has entered its second week. Hundreds of thousands of Chinese surged through Peking streets again yesterday chanting demands for his ouster. The border is quiet in the wake of Friday's major outbreaks. Syria lost six of its 26 MIG-21s. The India aid consortium has agreed on a $1,280 million target for this year-- a figure that includes supplementary food assistance to match the US pledge. This is an encouraging start. Now begins the tough job of extracting specific pledges.
