SIX US GLOBEMASTERS HAVE ALREADY LEFT LEOPOLDVILLE WITH MEN AND EQUIPMENT AND SOME 350 ADDITIONAL REINFORCEMENTS ARE SCHEDULED TO BE FLOWN IN LATER TODAY. C) THE UN HAS ALSO PUT ITS JETS INTO THE AIR OVER KATANGA. D) IN PARIS, TSHOMBE HAS ANNOUNCED THAT HE WILL RETURN TO ELIZABETHVILLE IMMEDIATELY. INDIA TIGHTENING PRESSURE ON GOA: NEW DELHI, WITH THE UPCOMING ELECTION IN MIND, IS CONTINUING ITS MILITARY BUILDUP NEAR THE ENCLAVE. THE ATTENDANT PUBLICITY IS SUBJECTING THE PORTUGUESE TO A CONSIDERABLE WAR OF NERVES. INDIAN PLANS ARE TO MOVE UP TO 30,000 TROOPS WITH NAVAL AND AIR SUPPORT INTO THE VICINITY WITHIN THE NEXT FEW DAYS--PORTUGUESE FORCES IN THE ENCLAVE ARE BELIEVED TO NUMBER FROM 4,000 TO 6,000 MEN. WE DOUBT, HOWEVER, THAT NEHRU INTENDS AT THIS JUNCTURE TO GIVE THE SIGNAL FOR AN ATTACK. 5. SUKARNO BEING URGED TO APPEAL TO US ON VIETNAM: ONE OF THE OBJECTIVES OF THE DELEGATION FROM NORTH VIETNAM, IS TO GET SUKARNO TO WRITE PRESIDENT KENNEDY INDICATING CONCERN OVER THE US ROLE IN, SOUTH VIETNAM. THE EMBASSY ESTIMATES THAT THERE ARE NOW BETWEEN 5 AND 8 THOUSAND SOVIET NATIONALS IN AFGHANIS TAN FOR ALL PURPOSE, AND REPORTS THAT THE USSR IS PROVIDING MORE THAN ENOUGH ASSISTANCE TO C OMPE NSA TE FOR THE CLOSURE OF ECONOMIC OUTLETS THROUGH PAKISTAN.
