1. Communist troublemaking

,a. The danger point has not yet
been passed in Venezuela. The Commu-
nists, whose plans for a move against
Betancourt were
upset by government countermeasures,
are keeping their paramilitary units
in readiness for a new opportunity.
They are counting on some support
within the military.
b. Anti-American demonstrations
organized by Peruvian Communists and
Castroites are scheduled for later
today in Lima. It looks now as though
they may be sizeable. Additional police
have been promised to cope with anti-
cipated attacks on the American
Chancellery and Ambassador's residence.
a. Rebel forces threatening Royal
troops at Nam Tha in Northwest Laos
yesterday were asking 50X1
for instructions on whether or not to
close in on the city. However, no
change in the military situation there
has been reported yet.
, b. Phoumi admits to having re-
ceived a second letter from Sarit, a much
more helpful effort, it seems, than the
earlier one. This time, according to
Phoumi, Sarit told him that he probably
should follow US advice.
c. Brown saw the King yesterday to
register displeasure with the Boun Oum-
Phoumi intransigence and to lay out the
possibility of cutting off US aid. He
is not hopeful of help from the King.
d. Souvanna indicated in Rangoon
yesterday that he does not foresee
another iieetIng of the Three Princes until
after he has explored matters with the
other two separately.

a. Nehru's
negative decision on the Black offer was
influenced in part by Menon's argument
that India could count on heavy backing
in the UN on its Kashmir position 50X1

b. Sino-Indian relations are stay-
ing on a downward course, with indica-
tions now appearing that Peiping has
cut off the uain trade route between
India and Tibet.
c. Demonstrations have broken out
in Nepal in protest against last week's
assassination attempt on the King. Al-
though the attempt apparently did not
have the blessing of leaders of the
Nepalese exile organization in India,
the Katmandu government is exploiting
the incident to whip up latent anti-
Indian sentiment. There are no signs
of it yet, but there is a possibility
that Katmandu will ask for Chinese sup-
port against its opponents.

within the next week and then try to put together a
coalition - his "opening to the left."
, D. The Portuguese are facing another troublespot, this time in
? Portuguese Guinea where local nationalists, with support from
Guinea, are preparing a terrorist campaign.
