fault and received no response to
his remarks on the Viet Minh buildup.

a. "Captive" Gizenga is be-
coming potential rallying point for
anti-Adoula elements. His man in
Cairo, Mulele, reportedly plans
terrorism in Leopoldville and lobby-
ing at Afro-Asian conferences on his
behalf. Adoula's own Interior
Minister, nationalist leader Gbenye,
is drumming up criticism of Gizenga's
detention and is advocating that the
size of Western missiombe reduced.
Adoula leaves for New York with no
clear course charted against either
of his opponents.
b. Ambassador Gullion is uneasy,
noting that with 70,000 unemployed
in Leopoldville out of a labor forte
of 120,000 and with looting and
homicide on the increase there is
ample, opportunity for the Communists
an0 Adoula's opponents to stir up
trouble.
c. The international Communist
propaganda apparatus is in high gear
supporting Gizenga and the Belgian
Communist Party reportedly has re-
tained lawyers for hiS defense.

A. Chinese Communist and Soviet spokesmen in Europe Are becoming
more openin admitting the dispute and non-bloc Communist parties
are passing the word openly. Even Soviet astronaut Titov plays
the game; he failed to make an "official" visit to Peiping,
merely "stopping over" for an hour in Canton.

come of it. They feel international support so far is in-
adequate and they would face certain defeat in the General
Assembly.
Syria's arms pipeline to the Bloc is again open. A previously

Traffic is now moving smoothly from Pakistan into Afghanistan.
The Iran-Afghanistan transit agreement has also been initialed.
While the Arabs and Israelis have given Johnson's forthcoming
Arab refugee mission the green light, they want to restrict his
terms of reference. Lebanon is already seeking Arab agreement
to refuse any discussion on settling refugees in host countries
or linking the problem with economic development proposals.
