doubts that he will give in to per-
suasion and fears that if Phoumi

a. Tshombe is continuing his
exchanges with the UN over the security
guarantees he is asking as a prerequisite
to a meeting with Adoula in Leopoldville.
b. The UN has withdrawn its offer
of air cover for Congolese forces bound
for Northern Katanga and the UN people
in Leopoldville say they are confident
that they can keep the operation from
upsetting the apple cart. Ambassador
Gullion is cautiously optimistic on
this score, but is not altogether
sure that the UN's lines are clear
and thinks we must continue to put
our influence on the side of restraint.
c. Adoula seems to be thinking
of the moves by his forces in terms
of fencing for position, but both he
and his military are once again
overrating the capabilities and
discipline of their troops.

B. Xhrushchev is back in Moscow for the first time in nearly two
months to get ready for next Monday's Central Committee meeting.
C. The Chilean government says that Moscow is pressing hard for
the resumption of diplomatic relations, broken off in 1947,
and has also been dangling some attractive trade offers before
it. While these Soviet moves have probably been made, revela-
tion of them by the Chileans may be scene-setting for the
Goodwin mission.
