The session is closed to the press,
but we are getting the first passages
of an advance text being distributed
by PASS to the Soviet regional press.
These passages at least are devoted
to agriculture, the announced topic
of the meeting. They contain, however,
an attack on "enemies" who have criti-
cized the Soviet Party Program adopted
last fall; it appears to us to be
another slap at the Chinese.

preliminary talks with the Dutch with-
out preconditions, although he told
Jones "to me these secret talks are
a preparation for formal talks about
the transfer of administration" to
Indonesia. He also agreed to a third
party, preferably American, to be
named by U Thant.

Adoula together are worsening as ex-
tremists in both camps pressure the
two leaders toward harder positions.
Adoula is threatening to use military
force if the Katanga problem is not
solved by the end of the month, a
move which cOuld be disastrous for
him. Tshombe is still stalling on
implementation of the Kitona agree-
ment and is not satisfied--our Consul
thinks justifiably--with guarantees
so far advanced by Leopoldville for
his safety at a meeting with Adoula.

His government clearly intends
to stay in power for some time. In
his earlier takew7er in 1958, however,
he had the grudging support of 'all
political elements except the Commu-
nists; this time civilian politicians
were unanimously against military rule,
and the army itself not fully united.
While opposition is presently dis-
organized by the suddenness and ef-
ficiency of the coup, it may coalesce
around U Nu, who still retains wide-
spread national popularity.
The rebel government, apparently
now satisfied that De Gaulle can and
will bring the OAS under control, has
decided to resume negotiations. These
will open tomorrow and may go on for
a week. Issues outstanding are the
composition of the provisional govern-
ment, release of prisoners, and rate of
withdrawal of French troops; the first
two could prove tricky. The OAS made a
show of strength in Algiers this morning
with a hundred-odd plastic bomb ex-
plosions at dawn.

NOTES
A. We have no further word from Laos on Souvanna's negotiations
with Souphannouvong. Admiral Felt is to see Phoumi
tomorrow.
B.
A second-generation ICBM was successfully fired from Tyuratam
to Kamchatka Saturday night; there is some possibility it may
have overshot the target area. There have been five previous
tests of this missile this year, all successful.
C. We have some indication that the long-delayed Soviet space shot
may be postponed again.
D.
Soviet flight has
been carried out in the Berlin air corridors this
morning, without incident. There were no flights yesterday.
E. President Goulart, who is considering whether to call off his
visit to Washington in the face of adverse US press comment on
expropriations, is reported in the Brazilian press to have
ordered his Ambassador in Rome Hugo Gouthier, to take soundings
in Washington.
