NORTH VIETNAM
Only one infiltration group of about 400 men
has been detected entering the infiltration system
in North Vietnam so far this month. Although
slightly over 2,000 additional troops have been
monitored farther down the system in Laos, these
apparently set out prior to January.
The apparent lull in infiltration has now
entered its fourth week. Since a major
way station at the northern end of the
pipeline had previously advised its con-
tacts that a new group would be setting
forth nightly between 5 and 10 Januaru

Adding to the current chill wind from Pe-
king was the Foreign Ministry statement
of Monday that, although breaking no new
ground, strongly denounced recent US ac-
tions in Indochina. Peking gives no sign
of seeing a likelihood of an early resump-
tion of the Warsaw talks. Chinese propa-
ganda, however, continues to avoid bilat-
eral issues dividing Washington and Peking,
indicating that China has not closed the
door to an eventual resumption of Sino-US
contacts.

Uganda: No signs of serious resistance to Gen-
eral Amin's coup have yet developed, and he appears
to have a substantial measure of popular support for
his ouster of President Obote. None of the other
senior army officers has yet been identified as a
participant in the coup, however, and some question
remains as to Amins ability to control the army.
Obote. claimed in a press conference in Dar es Salaam,
where.he flew from Nairobi yesterday, that he intends
to return to Uganda, but he seems unlikely to do so
unless AmiWs position deteriorates.
