firing of the party secretary of
Rostov oblast in southern Russia.
This would seem to put the clincher
on a series of reports and rumors
which have circulated for several
weeks concerning disturbances in
one of the principal towns of this
oblast in early June.

suppressed with heavy casualties.
The Soviets have kept foreigners out
of the area ever since on one pretext

.5. Iraq-Turkey
On several recent occasions
Iraqi fighters, apparently having
difficulty locating Kurdish rebel
targets, have attacked Turkish
border villages. Initially the
Turks registered protests, but after
another incident early today patrol-
ling Turkish fighters either forced
or shot down one of the Iraqi planes.
Tempers and relations will undoubted-
ly be strained.

USIB WATCH COMMITTEE CONCLUSIONS -- 15 August 1962
No Sino-Soviet Bloc country intends to initiate direct
military action in the immediate future.
The Soviets have continued in recent statements to convey
atone of greater urgency regarding Berlin, but there has been
no change in their basic line or any real evidence of an early
peace treaty. Recent Soviet and East German security precautions,
including some measures at border installations taken just
prior to the 13 August anniversary, would also be consistent with
preparations for further harassments; however, we have noted no
military or security activity during the past week indicating
that the Communists intend to precipitate a major crisis in the
immediate future.

A series of minor harassments of US marine sentries at
Guantanamo last week. suggests a possible Cuban effort to pro-.
voke an incident. Stones have been thrown; there have been
several minor intrusions .at night, and there was one episode
in which. a-Cuban.,gentry pointed his rifle at a marine while
shouting at him. 50X1
On Tuesday a number of naval 1;:esels were
ordered to get steam up and be ready to get under way--
presumably to avoid trouble in port. 50X1
D. Sihanouk, in a press conference Tuesday on the recent Thai-
Cambodian border clashes, threatened to seek protection from
the Bloc and appeared to be putting some of the blame on the
US for Thai "aggression." The Cambodians are taking the
matter most seriously, and at the least they clearly desire
that we put pressure on the Thais.
