Cuba 2. Yemen a. Selection of President Dorti- cos to head the Cuban-UN delegation suggests that Castro intends to make a major effort in the current UN session. b. Dorticos, who is expected to deliver the main Cuban address to the Assembly on Friday, ranks fourth after the Castro brothers and Che Gue- vara in the official party listing. c. The Cubans probably hope they can get through the UN this year a resolution calling on the US and Cuba to settle their differences in bi- lateral discussions. Such a resolution would be difficult for many non-aligned countries to oppose. a. Hasan and the rebel regime in Sana continue to marshal their forces for the tussle ahead, but thus far have made no moves to close for the showdown. TL,. As for overt intervention by Yemen's neighbors, Saudi Arabia and Jordan, the odds at ese appear to be against it. d. Word from our legation in Taiz is that the army is under strict orders to protect foreigners. The American community, however, is under virtual house arrest due to Yemeni suspicions that the US will support Hasan. On Monday, army guards were only just able to pre- vent demonstrators from breaking into the legation courtyard. e. In Cairo, the official line is that things are moving nicely in Yemen and no outside interference is called for. UAR spokesmen, both in Cairo and at the UN, are trying to find out where we stand and whether we will use our influence to dissuade the British and others from dabbling in the affair. NOTES A. Warsaw Pact The military exercise in Czechoslovakia and East Germany, which began last Thursday, ended on Monday. We think there is a good chance that this show, like the ones held in Hungary and the Balkans during the past six months, was a preliminary workout to an overall Pact exercise sometime before the end of the year. B. East Germany recent C. USSR-Bloc As expected, last week's high-level meeting of the bloc's Economic Coordinating Council in Moscow was devoted to long-range planning of the ways and means of promoting economic integration. The next session is tentatively set for December. European Integration Ambassador MacArthur doubts that France's position has been enhanced by last week's pitch to tighten bilateral cooperation with Bonn. On the contrary, he feels that it will strength- en the resolve of the lowland countries, and perhaps Italy, to go slow on political integration until the UK is safely in the Common Market. Our Bangkok embassy doubts that our relations have suffered any permanent damage from the month-long cam- paign, but is not sure we have heard the last of the matter.
