a. Souvanna is scheduled to go
to Hanoi today to see if a personal
complaint will be of any avail in get-
ting the North Vietnamese to withdraw
their troops.
b. The query he sent out to re-
gional military posts for evidence on
the North Vietnamese presence garnered
him at least some return./

Laos the North Vietnamese had not
budged at all.
C. A top South Vietnamese of-
ficial tells us that there is now a
good chance that President Diem will
relent on his decision to break rela-
tions with Laos.
a. The fighting goes on unabated
at both the eastern and western extremes
of the Sino-Indian border. New Delhi,
claiming heavy casualties on both sides,
admits the loss of some seven border
posts before what is alleged to have
been a massive Chinese assault.
b. Indians, including Krishna
Menon, are now using the word "war"
freely to describe the situation.

NOTES
A. UN U Thant seems to have all but decided to seek
7-e--election. Although he will fight any move by
the Soviets to keeP the "acting" in his title and
to limit him to another two or three years, he is
not eager to serve another five years beginning
from next April. He wants instead to have his term
date from 1961 when he first took over, letting him
bow out earlier while preserving the principle of
a five-year term.
