Havana is, making much of Soviet statements of support for Cuba. Our reading of Soviet propaganda, however, is that it is falling con- siderably short of endorsing Castro's proposals. We are inclined to doubt that the Soviets will go much beyond a try for firmer guarantees that Cuba will not be attacked. 3. Cuba-- a. We have no new evidence to missile confirm or deny Russian assertions sites that the missile bases are being dismantled. b. Bloc shipping c. The Soviets are now saying that it will be some time before they will be able to move the missiles out of Cuba. They attribute this to packing problems and the absence of shipping in Cuban ports. d. By our calculations, it would require two, perhaps three weeks to assemble in Cuban ports those Soviet dry-cargo ships with hatches suitable for loading missiles. e. We also estimate that ,the dismantling and movement of essential missile facilities to port areas could probably be accomplished within abbut 24 hours, but about a week would be required for loading. The number of bloc ships en route to Cuba is now eleven. Three of these are wallowing at the edge of the quarantine line. India-China a. There has been little fighting in the p21-A two days. b. Heavy snow in the northeast probably explains the lull in that sector. Snow or not, the Indians have brought their forces defending the Se La pass up to division strength. c. Krishna Menon's new job is Minister of Defense Production. This gets him out of the main stream in the ?present crisis, but it remains to be seen whether he has lost much of his personal influence with Nehru. ? d. Just how badly the defense ministry has been managed under Menon may not be evident for several days. A survey of the shambles has begun. e. Chou En-lai has turned aside Nasir's proposals for a cease- fire, arguing instead for a restora- tion of the situation as it stood in 1959. In doing so, he appears to have tipped his hand on what Peiping is af- ter; a Chinese pull back behind the McMahon line in exchange for 12,000 square miles of Ladakh. USSR f. In New Delhi, sentiment for better relations with Pakistan is be- ginning to develop. So far, the Pak- istanis, who are fearful that India will get too far ahead in their pri- vate arms race, have not done much to encourage its growth. a. The feeling in Moscow's dip- lomatic circles is that sooner or later heads will roll as a result of the Cu- ban fiasco. However, nobody has yet been able to put the finger on evidence of a falling-out within the Soviet lead- ership. b. Whatever the tensions in the Kremlin, all indications are that the man in the street has been much re- lieved by the recent turn of events. c. Moscow has ordered its radio and TV writers to hold themselves in when preparing material for this year's anniversary of ?the November revolution. The word is that their scripts should "in some way be milder, simpler, more human and without unnecessary bombast." d. Saudi Arabia 8, Yemen a. Faysal yesterday pulled to- gether a cabinet dominated by men who are tough-minded enough, but who have never been convinced that Saudi Arabia needs very much reform. We thus fore- see a tightening of the government's administrative bailing wire, but are unable to say whether it will hold things together for very long. b. In any event, it seems in- evitable that the new line-up will in- spire Cairo's propagandists, who have been coasting for a week, to start beating their anti-Saudi drums with renewed vigor. Germany local officials are busily fanning the flames of anti- American sentiment a. The East Germans, in re- cent days, have been broadly hint- ing that they will make political concessions if Bonn will give them a better trade deal. b. Laos The Soviet airlift suddenly tailed off to five flights during the past week. There is no ready explanation for this, but we are sure it is not due to bad weather. It is possible that the Russians are preparing to shift their base of operations from North Vietnam to Vientiane. B. Brazil ? It now looks as though Leonel Brizola, Brazil's mouthpiece for the left who broke all voting records last month in getting himself elected to the Chamber of Deputies, may be headed for appointive Office instead. The speculation in Rio is that he will join the cabinet or, what is more in his line, be given the directorship of PETROBRAS, the national oil monopoly. C. Belgium Resurgent opposition to legislation redrawing the line dividing the Flemish and French speaking sections of the country has got the government into hot water again, The crucial vote in parliament was set for last night, but we have not yet heard what happened. D. Congo-Belgium Spaak was not at all encouraging on Tuesday when Ambassador MacArthur urged that Belgium participate in an emergency import aid program for the Congo. He asserted such a program, far from hastening Katanga's reintegration, would only make Adoula more bull-headed in dealing with Tshombe. L, Communist China Japan On Tuesday, barter trade agreement with Japan was Peiping. Rumania Reports of rural disturbances stemming from food shortages and harsh treatment of the peasantry are beginning to appear more substantial. G. France French officials tell us that underground nuclear tests in the Sahara, originally set for this fall, have been put off until early next year. The French were not completely successful in keeping last spring's explosion from leaking into the atmosphere and are taking the extra time to make sure it won't happen again. H. USSR Deployment of Soviet instrumentation ships suggests that Moscow is set for more ICBM shots into the Pacific. . .
