.1. .Cuba
a. Photography from reconnaissance
missions flown Saturday and yesterday
indicates that abandonment of IRBM and
MRBM sites is proceeding.
b. It also shows that four
missile transporters, presumably with
missiles, have arrived at the port of
Mariel and are standing on the docks
close to where three Soviet cargo
ships are tied up.
c. Seventeen missile erectors,
eleven of them with stands, were also
observed at Mariel in the vicinity of
another Soviet ship docked at the
eastern end of the harbor.
d. .Additional data from missions
flown yesterday is still being
analyzed.

2..Cuba-Bloc
a. TASS yesterday issued a state-
ment on Mikoyan's meetings with Cuban
leaders, but shed no light on how the
talks are going or how muchtlonger
Mikoyan will be in Cuba.
b. Moscow radio, however, is
hewing to the line that it would be
folly for anyone to think that there
is any rift between the USSR and Cuba.
c. The overall tenor of Soviet
propaganda conveys the impression that
Moscow intends to be sticky on the
questions of verification and super-
vision of the dismantling of its
missile complex in Cuba.
d. A related theme being played
is the old one about respecting Cuban
sovereignty, and the impropriety of
interferring in Havana's internal
affairs.
e. The Chinese Communists, out-
spoken as ever, have heaped fresh
scorn on Moscow's "appeasement400licy."
The latest out of Peiping urges all
good Communists to turn their backs
on the "Munich scheme against the
Cuban people", and tells them that
support for Castro's five demands is
their "obligatory duty,"

a. The Cuban press is crowing
with delight over the sabotage in
Venezuela. Credit, Havana says,
belongs to the "Army of Liberation
guerrilla forces."
b. Garcia Inchaustegui, Castro's
man at the UN until he was booted out
of the job last week, may not be going
home to face the music'

7. USSR
a. The Soviets yesterday morning
launched a space vehicle which appears
to be another Mars probe. The vehicle
is in orbit, but we have no evidence
as yet that it has been successfully
ejected into its trajectory.
b. If a Mars shot, it will have
been the third in less than two weeks;.
the second since Thursday.
c. Two attempts so close to each
other could mean either that Thursday's
was not as good as Moscow said it was,
or that the Soviets are trying to get
more data through multiple launchings
while the time is right. There will
?not be another favorable time for Mars
probes until the end of 1964.
d, The Soviets yesterday also
conducted another atmospheric nuclear
test over Semi-
palatinsk.

NOTES
A. Belgium Parliament passed the government's bill redraw-
ing the country's linguistic frontiers, but, with dis-
gruntled Walloonist ministers walking out, survival of
the cabinet is dubious.
B. Indonesia-Netherlands Bubandrio responded favorably
last week to an offer by U Thant to act as go-between
in arranging a resumption of diplomatic relations be-
tween Djakarta and The Hague.
C. Vietnam The Viet Cong last week mounted its first
battalion-size attack since mid-July. With the onset
of the dry season, a step-up in the size and numbers
of guerrilla attacks seems inevitable.
