a. We still hive little solid in-
formation on the extent and nature of
the Chinese withdrawal, although some
is apparently going on in the NEFA area.
b. Yesterday, the Indians were say-
ing that there had been no withdrawal in
Ladakh but there had been some activity
back of the line./
a. The more we look at the plan for
reorganization of economic and political
structures in the USSR, the more we are
convinced that it will preoccupy a fair
proportion of the leadership over the
next several months.
b. Very few economic administrators
will escape reshuffling and many will be
physically moved. For the next few months,
at least, the USSR will clearly not be in
an optimum stance for new departures which
would require full utilization of economic
resources.

a demonstration last night against recent
Belgian moves to pressure Katanga. They
stoned the Belgian consulate and UN cars,
and they shouted slogans damning Spaak.
b. Our latest on Kongolo in north
Katanga is that Katangan forces 'pillaged
the towni and then left it on Saturday.
Congolese army troops now hold the town.

a. Since October we have noted an
increase of shipping into several East
China ports Jamiweemilophowiftemmemeftwit
zawskabriniffinni?particularly into Wenchow
(150 miles north of Foochow).
b. Cargoes to Wenchow--now at the
rate of about 100,000 tons a month--are
30-50 percent higher than during similar
periods of 1960 and 1961. They are still
ten percent below the level we noted dur-
ing the Fukien troop buildup of last
June.
c. We have no good explanation
for this activity/
we can-
not completely rule out some military
significance.
a. A "hold-the-phone" message from
Ambassador Hart in Jidda suggests that
a considerable change in the military situa-
tion in Yemen is
'under preparation."

this news might be, but Hart suggests
that it will make, the royalist position
appear more favorable.
c. On Sunday, Badr announced through 50X1
the Saudi radio that he had put four tri-
bal "armies" on the march,
