Congo the concentra- tion of the 12 Komar missile patrol boats in the waters of western Cuba is, not a temporary move. The four Komars which have been redeployed from Banes in Oriente Province, where they had been stationed since mid- October, are being returned to their "previous assign- ments." Their withdrawal leaves the northeastern sea approaches to the island protected by only one subchaser and one patrol boat. a. U Thant is encouraged by the communique issued by Tshomb4 after his return to Elisabethville yesterday. b. Correspondents who talked with Tshomb4 during the day quoted him as renewing his threat of destruc- tion. However, the communique which? emerged later was altogether differ- ent in tone. U Thant has indicated that he has enough now to justify making con- tact with Tshombe. Before he was in- formed of Tshombe's statement, he? had sent word to Bunche that a formula should be found which would permit the establishment of contact with Tshombe, on condition that Tshomb4 had first signaled his readiness to cooperate with the UN. He would show this by allowing the UN to enter Kolwezi peace- ably. We have not learned yet how Bunche has responded. Any action on his part will in any case have to await his return to Elisabethville from Leo- poldville. e. Adoula is contemplating an early visit to Elisabethville with the aim of establishing a "presence," not for a meeting with Tshombe. f. The Union Miniere seems, mean- while, to be doubling back toward famil- iar positions. Company officials are viewing with alarm the danger of Katan- gan sabotage of mining installations. Stonewalling tactics on the part of the company representatives sent to Leopold- ville to negotiate a payments agreement have brought the discussions to a virtual standstill. Foreigners returning to Leopoldville from the province say that upwards of 500 inhabitants have. been killed- :Central government of- ficials put the blame on members of the suspended parliament who have transferred their trouble-making to Kasai. a. Moscow is sending its top operational expert in intra-bloc party affairs to North Vietnam. An- other of the Soviet party's secre- taries, with like credentials, is presently in Mongolia. With Khru, shcheV himself due at. .the East Ger- man party congress opening on 15 Jan- uary, the battle lines in the Sino- Soviet controversy are being drawn tighter and tighter. b. The Chinese, for their part, are giving the two major broadsides they directed against Moscow last month a massive propaganda replay. Nearly a quarter of the broadcasts in this campaign are beamed to the Soviet Union in Russian. a. Referendum returns are al- most in. The vote for a return to a presidential system is gauged at about five to one. Goulart has begun blocking out a new cabinet. His first choice for the foreign ministry is San Thiago Dantas, who is Brazil's fore- most exponent of an "independent" for- eign policy. c. Ambassador Campos, home from his Washington post, tells Ambassador Gordon that he has been encouraged by the general tone he detected in a long discussion with Goulart. ?d. However, Campos revealed that Goulart is nursing the notion that top officials in the US Embassy are working against him. Gordon, Goulart said, was personally sympathetic but was getting too much of his informa- tion from Goulart's enemies. He claimed to have a "damning dossier" on the US military attache. e. Campos and Gordon agree that it would help if Gordon were to meet directly with Goulart to knock down these allegations.
