Congo a. The UN move into Kolwezi has been carried out without inci- dent. Tshombe cast himself in the role of amiable host. b. U Thant's principal mili- tary adviser, Brigadier Rikhye, said that he foresees the need for a sizable UN force in the Congo for at least another year. 2. Cuba a. A Soviet military mission has evidently arrived from Moscow 3. Yemen a. The Yemeni revolutionary regime is beset by deepening internal dissension stemming from long-stand- ing enmities between the country's two prindipal tribal-religious group- ings. A wide-open breach in the South Korean ruling council is de- veloping. Several additional mem- bers are on the verge of following the example of Lt. Gen. Kim Tong-Ha who quit the government yesterday. b. This is a last ditch effort to block South Korea's gray eminence, long-time security chief Kim Chong- P11, from achieving overt political power by dominating the regime's new tame political party. We found no noteworthy change in the status of the Chinese Communist military encampments in the Lhasa area since the last mis- sion, flown on 10 December. c. Our belief that there are no tactical aircraft based in Tibet was strengthened by Saturday's flight. No aircraft were found at any of the several major Tibetan airfields ob- served. a. EEC a. A member of Adenauer's en- tourage in Paris asserts that the French will be told that any Franco- German accord will need Bundestag ratification. Given the strong sen- timent there in favor of bringing the UK into EEC, this tactic would hopefully induce some relaxation in De Gaulle's strong stand against the British. b. Foreign Minister Schroeder is holding to his strong advocacy of the British cause. c. The Dutch among the other EEC partners, have so far registered the strongest protest against the French attitude. Many top officials in The Hague predict an end to the EEC if the UK negotiations break down. USSR This year the 17-year age group as well as the normal 18-year group is being put on draft rolls for the first time since wartime rules were re- laxed. The measure is apparently' intended to main- tain force levels (now estimated at 3.2 million) while the small war and immediate post-war classes are reaching draft age. B. Venezuela Communist paramilitary squads are in the midst of a new round of terrorist attacks, this one apparently timed to paint the worst possible background setting for President Betancourt's up- coming foreign tour. C. Dominican Republic Two Dominican Consuls, one in Haiti and one in Panama, have been murdered at their posts during the past month. The Haitians will prob- ably look the other way, but the Panamanian govern- ment is investigating what could be the work of Trujillist terrorists. E. Italy The Nenni socialists, now that they have a part in the making of Italian governmental policy, seem to have moved to a radically different outlook toward the problems of Western defense.
