3. Cuba--Political a. The Brazilian conservative
press has published the text of the
Varig Airline crash documents which
showed Cuban sponsorship of Brazilian
insurrectionists. One paper calls
for a diplomatic break with Castro.
Foreign Minister Hermes Limas, how-
ever, has twice called the documents
"insignificant" and is expected to
repeat himself.

6. Yemen
We have as yet no "hard" confirmation
that the latter work is actually
underway inside Laos.
b. All this would tie northern
Laos--now almost inaccessible by
road from central Laos--to southern
China.
C, Souvanna and Phoumi are
typically fuzzy. Souvanna says it
is entirely Phoumi's business.
Phoumi, who seems to believe the
work will go on no matter what he
might do, says the best course would
be to "regularize" it with an agree-
ment; this he says would be a means
of getting the Chinese to accept Lao
sovereignty in the area.
b. Yemen's representative in
New York, who says he has instructions
"by direct telegram", is now display-
ing an ambiguous attitude toward the
idea of a UN mediator. He could,
however, be behind the times.

NOTES
A. Mozambique The Portuguese may be facing at least
limited sabotage or guerrilla action in their East
African colony this year. The Mozambique Libera-
tion Front, formed last June and based across the
border in Tanganyika, is stepping up a training

program for its people.
Syria-Israel A Syrian irrigation project presently
under way will divert water from a tributary of? the
Jordan; the Syrians say there is no deliberate in-
tent to deny water to the Israelis.
C. Congo Tshomb4 is keeping a small ace up his sleeve.
Some twenty of his mercenaries who made it across
the border into Angola are to be retained there for
possible future use.

India/USSR Indian Foreign Secretary Desai told Gal-
braith that four MIG-21s had arrived in Bombay
Desai could have been prema-
ture. In Bombay there is no sign of them. The ship
on which they were thought to be coming, due last
Friday, will not arrive for another ten days.
