a.
the Cuban-Soviet
1963 trade
and credit agreement was finally
signed yesterday after three months
of talks.
b. We may soon see results
of this "direction." Che Guevara,
in an article in the regime's theo-
retical journal, notes that the re-
gime's administration was first
marked by administrative "guerril-
laism": the effort to counter this
resulted in wasteful "bureaucracy"
which adversely affected the "whole
institutional life of the nation."
C. He issues the slogan:
"War on bureaucracy, limbering up
of the state apparatus, production
without obstruction, and responsi-
bility for production!"
d. ? The Chinese Communists,
who could use the Soviet Moscow-to-
Havana direct flight, made fruit-
less efforts all during January to
arrange a commercial charter flight
to Cuba for a plane-
load of Chinese.

e. The press story that two
ships loaded with arms left Mariel
recently for British Guiana so far
appears to be false.
f. Veteran Cuban Communist
Blas Roca, in a live broadcast Thurs-
day, held up the Cuban revolution
as a shining example for Spain; the
"triumph of the Spanish people" would
help Cuba, particularly if they would
oust the US, the "most inhuman impe-
rialism in history."
Preliminary readout of yester-
day's high-altitude photos of the
KHIMIK ZELENSKY shows considerable
gear being unloaded and convoyed
away: trucks, smaller vehicles,
crates of various sizes--none so far
of disturbing dimensions. Unloading
was still under way at dusk.

b. Baghdad Radio claimed at
0535 EST this morning that Qasim had
been executed by a firing squad.
This was six hours after
reporting continued as-
saults on the barricaded Ministry, of
Defense. We have no more recent re-
ports of ficrbtinw but skirmishes may
continue.
d. The new regime's inflamma-
tory calls for reprisals against Com-
munists may bring the latter into
the streets, in which case there may
be more serious fighting.
f. The Kuwaitis were among the
first in line to recognize the rebels
in Iraq, but nonetheless have declared
a four-day alert.

NOTES
A. Congo Tshombe flew off to Paris yesterday. The
press last night was quoting an unnamed "Tshombe
aide" in Angola as saying his tripping is to drum
up support for a government-in-exile. However, to-
day in Paris, Tshombe himself declared he was there
only for treatment of his ailing eyes and that he
would never set up such a government.
B. Togo The atmosphere in and around Togo continues
most uneasy.
D.
Argentina Concern over anticipated extensive Peron-
1st participation in the June general elections has
led to new. plotting for a coup attempt by civilian
"commandos" and a group of retired military officers--
The Guido government knows that something is up.

H. India The split in the Communist Party should
open wider with the resignation of its general sec-
retary, which will probably be announced next week.
The "right-wing" faction, which advocates support-
ing Nehru against the Chinese, will probably pro-
vide his successor.
